Job Description
LCG is seeking a Capture Manager with Federal Health IT experience. Experience with HHS and CIO-SP3 highly desired. Duties may include orchestrating bid strategy, providing oversight of the development of proposal volumes, conducting market and competition analysis, and creating, leading, and supporting capture and proposal teams. The selected candidate is responsible to follow processes for business development and capture management. This includes working closely with the responsible business development lead, supporting the transition from opportunity identification into capture efforts, assembling a capture team and managing the capture team to successfully bid and win contracts, contacting and interfacing with existing and new clients and partners, communicating the organization's core capabilities, and establishing external teaming. Specific duties include:
Qualify opportunities based on company criteria and priorities
Identify opportunities through agency research, 3rd party market intelligence tools, client, and partner networks
Perform gate reviews or bid/no bid decisions per company process guidelines
Coordinate and drive all phases of capture activities and strategy execution
Partner with BD Managers to meet with customer stakeholders to understand their business needs and position us as the preferred contractor
Lead development of win strategy including win themes, competitive assessment, and pricing strategy discussion
Communicate overall capture progress to management
Lead responses to Requests for Information
Provide market analysis, competitor analysis, gap analysis, and teaming advice
Help negotiate with partnership teams and prepare input for NDAs and TAs (working with Contracts)
Prepare and deliver updates to senior leadership at specified milestones in the capture process
Support the proposal development process including strategy, themes, solutions, writing, schedules, staffing, pricing, past performance, resumes, and other proposal actions
Ensure the capture team's strategy, themes, solution, and discriminators are reflected in the proposal
Utilize BD market intelligence accounts and subscriptions
Maintain pipeline and opportunity records/information in the company's CRM tool.
Preferred Qualifications: Bachelor's Degree
Must have at least 5 years' experience in business development or capture, ideally for professional services contracts in the Health IT market
Demonstrated success in identifying, initiating, and nurturing new or ongoing business opportunities
Demonstrated record of successful capture, proposal strategy, and execution
Strong communication and inter-personal skills including verbal and presentation skills to individuals and groups, internally and externally
Strong writing skills to include development of content incorporating key win themes in a clear and concise manner
Superior proficiency with Microsoft Office tools (e.g., Word, PowerPoint, Excel, Teams, etc.)
Experience with CRM tools
