Summary This HUMAN RESOURCES ASSISTANT (MILITARY) is located within the Air National Guard at a Geographically Separated Unit (GSU), but not collocated with the Military Personnel Flight (MPF) and reports directly to the Commander or Detachment Commander and is part of the CA 149 IS. Responsibilities THIS IS A T5 EXCEPTED SERVICE, PERMANEN POSITION The primary purpose of the HUMAN RESOURCES ASSISTANT (MILITARY), GS-0203-7, is to organize, develop, and administer locally authorized military human resources actions for the unit and to provide counseling and assistance to assigned personnel and their dependents. Forwards additional human resources actions to appropriate host Military Personnel Flight (MPF). This position may be tasked to perform a variety of administrative and other duties that support the military human resources function. Processes a variety of documents to ensure adequate administration related to human resources programs. Accomplishes work through the use of an automated system. Processes a wide range of human resources transactions related to recruitment/placement, classification, employee relations, and/or human resource development. Advises and provides procedural and technical guidance to managers, supervisors, and/or employees. The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force. May make additional selections within 90 days of eligible(s) issuance. PCS Relocation Costs MAY BE authorized subject to provisions of the Joint Travel Regulation, funding, and an agency determination that a Permanent Change of Station (PCS) move is in the Government's best interest. Participation in direct deposit is mandatory. May be required to successfully complete a probationary period. U.S. citizenship is required. Federal employment suitability as determined by a background investigation. Must maintain proper security clearance. Security Clearance: at a minimum a National Agency Check is required prior to position assignment. Qualifications HUMAN RESOURCES ASSISTANT (MILITARY), GS-0203-7: Must have at least one year of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government and I have at least 3 months working knowledge of National Guard missions, organizations, and personnel programs. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience in human resources business elements and can discuss terminology, concepts, merit principles, and issues; Experience in using reference and resource materials; Experience in operating a computer, utilizing multiple computer programs, and performing keyboard functions.
