OVERVIEW OF THE HUMAN RESOURCES MANAGER:
The Human Resources Manager will lead the agency’s Human Resource (HR) functions, aligning them with the agency’s values, strategies, vision, and mission. Responsibilities include ownership of employee resource planning, employee relations, compensation and benefits, and HR administration. The HR Manager oversees HR budgets and programs and is a key member of the Management team, supporting the achievement of overall goals. The ideal candidate will have proven leadership skills, strong problem-solving abilities, and sound decision-making capabilities to drive effective talent management strategies for the agency.
ESSENTIAL RESPONSIBILITIES OF THE HUMAN RESOURCES MANAGER:
Employee Resource Planning
Identify staffing needs and develop a recruiting strategy that will meet short- and long-term hiring needs. Recruiting efforts should brand the agency as an employer of choice and represent its commitment to culturally specific programming and service.
Assess and anticipate future talent needs with an eye to strategic succession planning that will build bench strength across the agency for critical skills.
Oversee all aspects of an effective, legally compliant recruitment, interview, and selection process.
Oversee comprehensive onboarding support for new hires, including offer and employment documentation, orientation, and support for ongoing acclimation of new employees.
Human Resource Administration
Manage the Human Resource Department and provide guidance to resolve complex employee relations issues. Identify and consult with external HR compliance contractor on matters of legal importance.
Maintain employee personnel files for all employee-related transactions such as hires, promotions, transfers, terminations, attendance records, discipline records, and employee performance appraisal records, including document control.
Develop, update, and manage policies and procedures, including maintaining an up-to-date Employee Handbook.
Oversee administration of daily, routine employee processes such as attendance, holidays, paid and unpaid time off benefits and leave management, including, Paid Leave Oregon, FMLA and OLFA, with guidance from external HR compliance contractor.
Coordinate with the Finance and Accounting Departments on financial matters, including both strategic budget matters and routine payroll questions and processes.
Lead agency response to compliance with all relevant governmental and legal requirements, including EEO, ADA, FMLA, ERISA, Department of Labor, Workers Compensation, OSHA, etc. to ensure alignment with all labor standards and minimize legal risk in partnership with external HR compliance contractor.
Prepare and maintain data and reports as necessary or requested to track the accomplishment of strategic goals.
Utilize Human Resource Information Software (HRIS) for agency recordkeeping and management.
Employee Relations
Determine and recommend employee relation practices that will support a positive employer- employee relationship and promote a high level of employee morale and motivation.
Work closely with executive leaders, managers, and supervisors to provide guidance for effective performance management of employees that includes coaching, dispute resolution and disciplinary action, where warranted. Serve as a first point of escalation for employee-related issues. Address and resolve employee concerns.
Manage a strategic training and development program for all employees that will both support individual employee development and build critical skill capacity across the agency.
Oversee a comprehensive, documented, regular employee performance review process.
Communicate business developments and organizational changes to all staff.
Promote ethical and cultural-specific awareness to the workforce through training, development, and consultation.
Support all-staff training, events, and meetings.
Compensation and Benefits
Establish and periodically review the agency’s wage and salary structure, pay policies, and system of bonuses and raises.
Oversee periodic competitive market research to review wage and benefit structures for the purpose of attracting and retaining qualified candidates and employees across the agency. Review the compensation and benefit structure and make recommendations that will ensure internal equity.
Oversee all aspects of employee benefit selection and administration, including leave benefits, medical, dental and life insurance programs, and short- and long-term disability benefits. Coordinate effectively with benefit vendors, including through the annual health insurance renewal process(es).
REQUIRED EDUCATION AND EXPERIENCE OF THE HUMAN RESOURCES MANAGER:
Requires a bachelor’s degree (B.A. /B.S.) from an accredited four-year college or university in Human Resources, Business, or a strongly related field, OR
Three years of Human Resources experience with demonstrated progressive responsibility with a Human Resources Certificate
Experience in a non-profit environment is a plus.
Demonstrated specialized training or experience in employment law, compensation, employee relations, training or organizational development is a plus.
Active affiliation or certification from appropriate Human Resources organization or network preferred.
Demonstrated ability to foster positive relationships, empower others, honor all people with respect and dignity, and maintain grace under pressure.
Strong cultural competence and an intrinsic relationship to African American and Black communities, with demonstrated ability to work effectively with diverse team members and stakeholders in sensitive environments, while maintaining the highest level of confidentiality.
REQUIRED SKILLS, KNOWLEDGE, AND ABILITIES OF THE HUMAN RESOURCES MANAGER:
Commitment to and knowledge of social justice issues and the dynamics of social change. Must be adept at working in a racially diverse community and business environment, specifically with Black vendors, colleagues, and leadership.
Must understand, maintain, and uphold the mission and vision of the Urban League.
Above average oral and written communication skills.
Excellent interpersonal skills, including demonstrated ability to lead, collaborate and support both individuals and teams with effective coaching and problem-solving skills.
Respectful and flexible approach to connecting and building rapport with others. Must be comfortable supervising staff and tasks in a virtual or remote office environment, using phone, email, and video conferencing.
Ability to effectively manage time, resources, and competing deadlines to meet agency needs and requirements, to work independently and successfully manage competing priorities and tasks.
Ability to manage and meet goals from a fiscal management perspective.
Strong technology skills and advanced capability to function in a Microsoft Windows environment. Ability to take initiative and prioritize tasks; good time-management, crisis prevention, and problem-solving skills.
Ability to work cooperatively with others and support the goals and mission of the Urban League of Portland.
