Job Description and Duties

The Child Welfare Learning and Evaluation Bureau is recruiting for an Associate Governmental Program Analyst (AGPA) / Staff Services Analyst (SSA) in the Child Welfare Workforce Development Section. The AGPA/SSA will work closely with contract vendors to track and forecast training initiatives, develop Child Welfare Services (CWS) curriculum and evaluations, prepare training system reports, and develop and monitor budgets. The AGPA/SSA will also prepare and analyze budget change proposals, facilitate and participate in the rule-making process, review legislation, research and respond to management requests, prepare materials for meetings, and participate on advisory groups.

The California Department of Social Services Children's Services Quality Management Branch (CSQMB) is an energetic and visible organization that is responsible for maintaining the integrity of child and family services provided by the 58 California counties by providing leadership, training, technical assistance, and oversight of county and community agencies to promote the safety, permanency and well-being of children. Telework / Remote Work Information: This position may be eligible for hybrid telework under California Government Code Section 14200 for eligible applicants residing in California. All telework schedules are subject to change and may be reevaluated at any time. Specific telework arrangements may be discussed in more detail with the respective hiring manager. Telework does not change the terms and conditions of employment, the essential functions of job duties, or required compliance with the Department of Social Services policies. Advance in-person notice will be provided when possible. The employee would report to CDSS headquarters (744 P Street) in Sacramento if/when required to attend mandated in-person meetings, trainings, etc. Expenses related to travel to the office for required events are the responsibility of the employee. The Child Welfare Workforce Development Section's (CWWDS) primary focus is oversight of the development, support, education, and capacity building of child welfare agency workers, and probation placement officers. Our vision is to meet the needs of vulnerable children and their families more effectively and holistically through innovative and effective education and workforce development services. The CWWDS oversees and supports capacity building and training of child welfare professionals via contractual relationships with public universities supporting the Title IV-E stipend, the Regional Training Academies, and Chief Probation Officers of California. The CWWDS also collaborates with additional vendors, and statewide stakeholders to achieve our mission. The CWWDS oversees the coordination of training efforts for new initiatives and program development across the Children and Family Services Division (CFSD).

To succeed in this position, the AGPA/SSA should have relevant field experience and specialized knowledge regarding best practices and/or requirements in the administration of child welfare services programs, solid analytical skills, a high math proficiency, excellent writing and communications skills, the ability to perform well in work groups, experience creating and using spreadsheets, and the ability to creatively apply problem solving and research skills to child welfare training issues.
