Associate Governmental Program Analyst

Job Description and Duties

This position supports the California Department of Public Health's (CDPH) mission and strategic plan by providing administrative work to support operation of the Division of Radiation Safety and Environmental Management (Division) and its programs, including the areas of legislation, budgets, personnel, and contracts. Acts as the Division's Personnel Liaison performing functions such as collecting and submitting benefits forms to the Human Resources Department (HRD).

The Associate Governmental Program Analyst (AGPA) independently performs the more complex, varied, and complex consultative, technical, and analytical staff services assignments. The AGPA creates reports, makes recommendations to management, and responds to communication from internal and external stakeholders. The AGPA also develops, manages, and analyzes allocation and expenditure tracking for Division, including preparing monthly budget expenditure and projection tracking reports, and making recommendations regarding budgetary planning and expenditures. The AGPA independently researches, analyzes, and consults or advises on the impact or feasibility of proposed legislation and legislatively mandated reports.

The incumbent works under the direction of the Staff Services Manager I (SSM I) of the Division.

This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH's Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.

Business travel may be required, and reimbursement considers an employee's designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The Division of Radiation Safety and Environmental Management (DRSEM), housed within the Center for Environmental Health (CEH), has a responsibility to protect the public, workers, and the environment through its environmental programs. Program responsibilities include regulating radiation machines/producers and radioactive materials; the disposal of low-level radioactive waste; the generation, handling and disposal of medical waste; shellfish production and harvesting operations; recreational health; providing sanitary surveillance of state institutions; overseeing the Registered Environmental Health Specialist program; overseeing radiological surveillance and cleanup activities around Department of Defense facilities; the State's radon program; the Nuclear Emergency Response Program; the Medical Waste Management Program; and laboratory support for these activities.
