Accounting Manager

Manages accounting, auditing, fixed assets, and financial reporting functions within the Department of Finance. Responsible for the preparation of the Annual Comprehensive Financial Report, maintains the general ledger, oversees the annual audit, and recommends policies, procedures, and methods to enhance the overall effectiveness of the Department and the City.
Given the nature of this classification’s duties/responsibilities, it has been designated as Exempt under the governing Fair Labor Standards Act regulations and, therefore, is not entitled to formal overtime compensation and/or formal compensatory time.
Supervisory Responsibilities
Supervises Accountant and Accounting SpecialistOversees and participates in the preparation of the Annual Comprehensive Financial Report (ACFR); oversees the work of others involved with compiling information for the ACFR; ensures completion of ACFR by filing deadline; prepares reports and maintains related files and records.
Coordinates the annual independent audit conducted by external auditors; ensures the provision of all materials and information to the audit team; ensures follow-up and compliance with any issues noted by the auditors; ensures completion of audit by established deadline.
Reviews and approves the reconciliations for the general, investment, payroll, and workers’ compensation accounts to ensure that internal books balance to external cash depository and investment sources; reviews reconciliations for accuracy and proper documentation.
Performs month-end closing to maintain the City’s general ledger; processes the year-end closing routine in coordination with all members of the Finance Department; ensures successful month-end and year-end closings.
Recommends and coordinates internal audit procedures to ensure adequate control policies and identifies weaknesses in the City’s internal control systems and procedures.
Recommends Departmental policies and procedures to ensure financial security and maximum efficiency; participates in the development, revision, interpretation, and maintenance of policy and procedures governing fiscal matters; provides guidance on questions concerning accounting problems that raise policy or other special issues which do not follow prescribed procedures and guidelines; provides satisfactory answers to questions and issues that meet appropriate accounting guidance provided by GASB and the Ohio State Auditor’s Office.
Monitors financial processes and procedures in City departments/divisions, including internal audits and identifies weaknesses in the City’s internal control system and procedures.
Performs other related duties as assigned. Minimum Qualifications
Bachelor’s Degree in Accounting, Finance or other relevant field (Master’s Degree in Accounting, Finance, or other relevant field preferred) and considerable governmental accounting/finance experience, some of which including supervisory experience, or any equivalent combination of education and experience.
Certified Public Accountant (CPA) license preferred.
Extensive knowledge of accounting theory, principles, and practices.
Extensive knowledge of governmental Generally Accepted Accounting Principles (GAAP). Extensive knowledge of fund accounting concepts and practices.
Knowledge of Governmental Accounting Standards Board (GASB) standards and pronouncements.
Knowledge of Annual Comprehensive Financial Report (ACFR) components and objectives.
Knowledge of auditing practices and procedures and compliance requirements related to government finances.
Knowledge of internal control principles, practices, and procedures.
Knowledge of various aspects of government finances (i.e. investments, debt, accounting for capital projects, grants, payroll).
Knowledge of supervisory concepts, principles, and practices. Knowledge of Microsoft Word and Excel.
Skill in the use of Microsoft Word and Excel. Excellent written and verbal communication skills.
Ability to related accounting information effectively to accounting and non-accounting personnel.
Physical Requirements
Ability to operate standard office equipment in the performance of essential functions (e.g. copier, fax, personal computer, telephone).
Ability to enter data into computer system in a sustained manner.
Special Requirements
Valid driver’s license.
