Urban Emu seeks a Proposal Manager to manage the creation and submission of business proposals, playing a crucial role in the sales process. The proposal manager will ensure that proposals are compelling, compliant, and aligned with both the client’s needs and Urban Emu’s capabilities. This role involves strategic planning, project management, writing, and collaboration with various teams to gather necessary information and craft persuasive proposals. A thorough understanding of Federal government procurement processes, particularly in marketing and communications campaigns, website development, and other technology solutions, is required.
To accommodate in-person collaboration with Urban Emu’s DC-based team, preference will be given to candidates in the Washington DC area.
Responsibilities:
Manage the entire RFP/RFI proposal cycle, from proposal strategy development and planning, to writing, editing, final submission and post-submission activities.
Analyze and understand Federal government RFPs and customer requirements.
Conduct proposal kickoff meetings to orient the team to the opportunity, approach, plans and logistics associated with producing a winning proposal.
Track RFP/RFI submission due dates and build proposal creation schedules.
Tap into subject matter experts and contribute content to incorporate win themes, differentiators, and technical solutions, reflecting a clear understanding of the requirements.
Coordinate with subcontractors to ensure their capabilities are integrated into the effort.
Prepare supporting artifacts such as case stories, team resumes and past performance submissions.
Conduct final reviews of content to ensure compliance with requirements, clarity, and consistency of messaging, and ensure on-time submission of proposals.
Lead post-submission debriefs and incorporate lessons learned into the proposal process.
Create and maintain a library of proposal content for easy retrieval and reuse.
Collect impact stories from across the agency to strengthen proposals.
Stay updated on Federal government procurement trends, policies, and best practices.
Qualifications:
Bachelor’s degree in Communications, or a related field.
5 years of relevant experience.
Proven track record of managing and winning Federal government RFPs.
Understanding of, and experience with, Federal government contracting vehicles, procurement processes and regulations.
Ability to manage the end-to-end proposal process for multiple engagements simultaneously, each requiring contributions from an assortment of team members.
Excellent written storytelling, technical writing and editing skills.
Experience with teams that create marketing and communications campaigns and develop websites.
Must be prepared to provide business-oriented writing samples.
