What You Will Do:

Lead and manage a strength-based proposal development process from Capture (i.e., pre-solicitation) through proposal submission.

Coordinate with cross-functional teams to gather information, develop and refine strategies, and ensure alignment with client requirements.

Develop, present, maintain, and drive proposal plans in accordance with Shipley and internal guidance.

Write, edit, and review proposal content for clarity, compliance, and persuasiveness.

Manage multiple proposal efforts simultaneously, ensuring and enforcing strict adherence to deadlines.

Coordinate and facilitate thorough Color Team reviews and proposal strategy sessions.

Review and analyze solicitation documents and prepare compliance matrices, outlines, and draft proposal content for RFI, RFP, and RFQ responses.

Maintain 100% error-free compliance and on-time submission.

Lead continuous process improvement assessments, identifying ways to improve the proposal process lifecycle.

What You Will Need:

Education and Experience

Bachelor's degree in Business, Communications, or related field

Minimum of 2 years of experience managing proposal development, preferably within the federal government or software development sectors

Aptitude to research competitive landscape and ability to analyze statistics and data to be persuasive.

Knowledge, Skills, and Abilities

Highly organized with a capacity to manage multiple proposals/tasks and deadlines simultaneously in a high-pressure environment.

Excellent communication skills including conveying technical concepts to non-technical stakeholders and translating technical knowledge into persuasive proposal language.

Expert/Master-level experience with Microsoft Office products especially Word, Excel, and PowerPoint

Familiarity with advanced artificial intelligence technologies such as Copilot preferred but not required.

Capacity and willingness to work nights, weekends, and over holidays to meet proposal deadlines.

Ability to develop strong relationships and communicate with internal and external stakeholders (e.g., Capture Managers & other Sales Staff, Project Managers, Technical SMEs, Prime and Subcontractor Teaming Partners, up to C-Suite Executives) to generate winning proposal efforts.

Salary Range: $90,000-100,000
