HPD is entrusted with fulfilling these objectives through the goals and strategies of “Housing Our Neighbors: A Blueprint for Housing and Homelessness,” Mayor Adams’ comprehensive housing framework. To support this important work, the administration has committed $5 billion in new capital funding, bringing the 10-year planned investment in housing to $22 billion the largest in the city’s history. This investment, coupled with a commitment to reduce administrative and regulatory barriers, is a multi-pronged strategy to tackle New York City’s complex housing crisis, by addressing homelessness and housing instability, promoting economic stability and mobility, increasing homeownership opportunities, improving health and safety, and increasing opportunities for equitable growth.

Your Team:

The Office of Asset and Property Management (APM) leads the agency’s effort to protect the City’s investment in affordable housing and ensure that properties remain stable and affordable over the long-term. APM actively monitors the performance and regulatory compliance of projects sponsored, supervised, and owned by the City, and connects people to affordable housing opportunities. The Office of Asset and Property Management (APM) is composed of five divisions, which includes the Divisions of Asset Management, Property Management & Client Services, Housing Supervision, Housing Opportunities & Program Services, and Co-op Readiness & Technical Services.

The Division of Co-op Readiness & Technical Services (CRTS) oversees three (3) programs within the Office of Asset and Property Management (APM). The programs are the Tenant Interim Lease (TIL) program which trains and assists tenant associations in city-owned buildings to develop economically self-sufficient low-income cooperatives; the Technical Services program, which provides technical resources to the divisions within APM; and the newly formed Lead Unit which is responsible for assuring lead-safety in city-owned buildings within APM.

Your Impact:

As the Lead Compliance Inspector, you will assist the Division of Coop Readiness and Technical Services (CRTS) and the Division of Property Management and Client Services (PMCS) in ensuring compliance of city-owned buildings with all existing and future Federal and Local Lead related laws including New York City Local Law 1 of 2004, New York City Local Law 31 of 2020, the Environmental Protection Agency (EPA), and the U.S. Department of Housing and Urban Development’s (HUD) Lead Safe Housing Rule.

Your Role:

In support of ongoing local and federal lead requirements, and under the direction of the CRTS Assistant Commissioner, the selected candidate will be assigned to the APM Lead Program. The selected candidate responsibilities include, but not be limited to the following:

Your Responsibilities:

- Conduct building visual inspections including common areas, exteriors, and units

- Write lead remediation scopes including building sketches for work orders

- Create and maintain building documentation; prepare and post required notices at city-owned buildings

Preferred Skills:

- Detail oriented

- Comfortable with manual drawings and sketches

- NYS driver’s license

- Ability to work in a fast-paced environment, work effectively with others, and present a positive customer service demeanor

- Proficient in Microsoft Excel and Word

- Candidate will be required to travel to buildings within the 5 boroughs

- Knowledge of Spanish is a plus

Qualifications

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or

2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or

3. Education and/or experience which is equivalent to "1" or "2" above. However, all candidates must have at least one year of experience as described in "1" above.
