ABOUT THE JOB:

The Department of Transportation (DOT) is seeking a Engineer III for its Division of Transportation Engineering (DTE) . The Division of Transportation Engineering (DTE) is responsible for planning, engineering, and constructing Montgomery County's infrastructures.

The Engineer III is responsible for the planning and design of transportation infrastructure projects from pedestrian and bike facilities, roadways, intersection improvements, drainage, and transit improvements. The Engineer III is also involved in the completion of construction and as-built plan approval.

The employee will manage moderately complex capital improvement projects while working with a multi-discipline planning, design and construction team including staff from other divisions within DOT and across other departments. Duties include managing consultant contractors, including managing scope, schedule, and budget as well as reviewing technical submittals. The person will e nsure Capital Improvement Program (CIP) projects are delivered within the assigned schedule and budget through effective planning and problem-solving techniques.

The employee will prepare for and provide presentations for the Maryland-National Capital Park and Planning Commission (M-NCPPC) Planning Board, Montgomery County Council Transportation & Environment committee and the public. The employee will work collaboratively with regulatory agencies, local jurisdictions and the public. The position also requires providing good customer service through social media, emails, letters, project meetings and public meetings.

This job requires employee to communicate with both the public and public officials. Employee must have strong interpersonal skills to communicate and work with residents, elected officials, other government agencies and transportation professionals.

WHAT YOU WILL BE DOING:

This employee's focus is the management of transportation infrastructure planning and design projects. The employee will manage the planning and design of moderately complex County transportation projects including roadways, intersections, transit, and bicycle and pedestrian facilities as identified in the Capital Improvement Program (CIP). Duties include the control of the schedule, budget, and quality of multiple projects and interaction with project stakeholders to successfully complete projects.

Other duties include, but are not limited to:

Managing engineering consultants and contractors during the planning and design phases of a transportation project.

Develop in-house transportation planning and design plans utilizing technologies, including but not limited to Civil 3D, AutoCAD and ArcGIS.

Review consultant submittals including feasibility study reports, engineering design plans, construction cost estimates, and special provisions for technical requirement and compliance with applicable local, state and national codes and standards.

Responsibilities also include development, negotiation and administration of scope of work, schedule and budget for task orders for the procurement of professional engineering services for a variety of transportation projects.

Able to communicate well both verbally and in writing and be able to present information both formally and informally in a public setting to groups of citizens, to personnel of other County departments or state agencies.

Assisting and preparing for transportation's CIP submissions on behalf of the County Executive including developing project descriptions and answering questions raised in the review and approval process by OMB and County Council.

You have experience reviewing traffic and transportation analysis.

You are skilled in using a computer and automated office technology. This may include but is not limited to, knowledge of Microsoft Office products (Word, Excel, Outlook, PowerPoint, Office 365), SharePoint, Adobe Creative Suite products (Acrobat ), and online meeting platforms (Zoom and Microsoft Teams)

You are skilled in using mapping and/or design software. This may include but is not limited to, ArcGIS or CAD

You have familiarity with preparing content for the web.

ADDITIONAL INFORMATION:

This position REQUIRES the possession of a valid driver's license and the ability to attend meetings and perform work at locations outside the office, including locations throughout Montgomery County and other places in the Washington Metropolitan region. These locations may not be accessible by public transportation.

The employee is required to visit sites to make field investigations, and/or observe construction. Hazards include those requiring the use of hard hats, eye protection, and reflective vests worn when working in moving traffic. Physical effort involves occasional standing for long periods and/or walking over rough and uneven project sites, and occasional stooping, bending, reaching, and climbing at construction sites.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory training within the first three to six months or within the specified timeframe.

Minimum Qualifications

Experience: Three (3) years of experience in an engineering field appropriate to transportation planning, design, and/or construction.

Education: Graduation from an accredited college or university with a Bachelor's Degree in Architecture, Civil/Structural Engineering, Construction Management or a related field.

Equivalency: An equivalent combination of education and experience may be substituted.

License : Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence

Preferred Criteria

There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified", placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a "Transfer" candidate and may be considered for an interview.
