The Montgomery County Department of Housing and Community Affairs (DHCA) is currently seeking to fill two Housing Code Inspector positions. These positions may be filled at the following levels:

Housing Code Inspector III level/grade 23, ($69,222 - $110,588)

Housing Code Inspector II level/grade 21, ($63,642 - $101,175)

Housing Code Inspector I level/grade 19, ($58,578 - $92,646)

Public Administration Associate /Grade 16, ($51,951 - $81,315)

Bilingual applicants in the Spanish/English languages are encouraged to apply.If the candidate selected for this position possesses multilingual skills, they will be required to successfully pass an examination assessing oral communication, reading comprehension, and interpreting skills.For advanced proficiency, the candidate must also pass an examination requiring translation text from Spanish to English and vice versa.

Housing Code Inspectors are responsible for performing inspection and code enforcement, to work to ensure compliance with housing codes/ordinances and work with residential/business property owners to encourage investment in communities and reverse deteriorating conditions.Duties include driving to multiple locations on a daily basis to perform individual/team property inspections/ identifying code violations involving unsafe conditions, solid waste, tall grass/weeds; explaining and interpreting codes; providing technical advice to property/business owners and tenants on correcting violations; issuing orders and summonses; preparing cases for prosecution; testifying in court/administrative hearings; performing outreach; working with civic and homeowners organizations to address/improv community conditions; coordination efforts with other agencies/local jurisdictions.

Housing Code Inspectors will work with highly diverse populations and may be required to perform before/after hour inspections and/or meetings. Work is performed outdoors and involves regular exposure to cold, heat, rain and/or dust. Much of this work requires long periods of walking, standing, climbing stairs, and occasionally lifting objects weighing from twenty to fifty pounds.

Minimum Qualifications

Housing Code Inspector III

Experience: Five (5) years of code compliance/enforcement and/or law enforcement work, two (2) years of which must be as Housing Code Inspector II.

Education: Graduation from an accredited college or university with a Bachelor's degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Certification: Prior to assignment into this class, must be certified through the International Code Council (ICC) Certification Program in: International Property Maintenance and Housing Certification. Certification must be renewed every three years. Note:There will be no substitutions for this certifications section.

Housing Code Inspector II

Experience: Four (4) years of code compliance/enforcement and/or law enforcement work, one (1) year of which must be in housing field investigation or field inspection.

Education: Graduation from an accredited college or university with a bachelor's degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Housing Code Inspector I

Experience: Two (2) years of code compliance/enforcement and/or law enforcement work or in work directly related to housing field investigation or field inspection.

Education: Graduation from an accredited college or university with a Bachelor's degree.

Equivalency: An equivalent combination of education and experience may be substituted.

License: Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Public Administration Associate

Experience: None

Education: Graduation from an accredited college or university with a Bachelor's degree.

Equivalency: An equivalent combination of experience and education may be substituted.

Preferred Criteria

No Preferred Criteria . All applicants will be reviewed by OHR for minimum qualifications. Applicants who meet minimum qualifications will be rated "Qualified," placed on the Eligible List, and may be considered for interview.

Qualified applicants will be selected for an interview with demonstrated experience in the following as indicated in the application documents:

Experience in conducting field inspections, investigations, and enforcement methods and techniques

Experience in explaining/interpreting Federal, State, and County laws, codes and regulations to resolve interpretive problems and correct violations

Experience providing technical guidance orally and in writing to residential and commercial property owners

Experience working with/helping diverse clients individually and in groups

Experience with property maintenance, housing construction/housing rehabilitation

Experience in reading construction drawings and blueprints
