DEP is the lead agency in Montgomery County dedicated to improving stream health and water quality, and this position will support the implementation of the County's Municipal Separate Storm Sewer System Permit Program (MS4 permit) as it relates to the stormwater facility and stream restoration Capital Improvements Projects program.We are seeking an experienced Engineer III who will be responsible for the engineering and construction review and quality control of individual project designs, work order development and review of cost proposals.The position is also responsible for construction quality control and coordination with contract management and inspection staff.The individual will also support other programs within the Watershed Restoration Division including, watershed planning, and stormwater facility maintenance planning and maintenance.

Key responsibilities include, but are not limited to the following:

Develop engineering and construction task orders for construction in coordination with staff in the Stormwater BMP Inspection and Maintenance Section, who develop and oversee the program for inspection, monitoring, and routine maintenance of stormwater management projects that were constructed to provide water quality improvements and impervious treatment.

Develop and implement engineering and construction task orders for construction of repair and reconstruction of stormwater facilities, ensuring compliance with the task order scope of service and project schedule.

Coordinate public meetings with Watershed Planning staff, and make presentations to the residents, homeowners' associations, property managers, etc. about capital improvement projects.

Provide engineering technical assistance to support compliance with the Municipal Separate Storm Sewer System Permit Program (MS4 Permit).

Monitor and manage project, task order, and other expenses to keep in alignment with approved budget and project requirements.

Serve as Dam Operator for high or significant hazard dams as part of the Dam Emergency Response during major storm events.

The successful candidate must have the ability to work in a collaborative environment within a large organization with multiple priorities and have excellent interpersonal and communication skills.

Professional Engineering License or Registered Landscape Architecture License in the State of Maryland is preferred.

This position requires possession of a valid driver's license and the ability to drive a County assigned vehicle to attend meetings, visit sites for existing conditions review, field investigations and conduct surveys, and/or observe or inspect construction sites, as well as attend meetings with homeowners and communities and perform other work at locations throughout Montgomery County not readily accessible by public transit.This position will also serve as an Emergency Action Plan participant which will require the ability to drive to high or significant hazard dams in the county.

The work involves physical effort such as occasional standing for long periods and/or walking over rough and uneven constructions sites, and occasional stooping, bending, reaching, and climbing at construction sites.

Occasional evening and/or weekend work outside of normal business hours may be required.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

Experience :Three (3) years of experience in an engineering field such as design, construction, contract management, and maintenance of stormwater management ponds and LID projects.Dam Safety experience is preferred.

Education :Graduation from an accredited college or university with a Bachelor's Degree in Environmental, Civil, or Water Resources Engineering or related field.Registration as a Professional Engineer may substitute for the degree.

Equivalency :An equivalent combination of education and experience may be substituted, provided such combination includes at least sixty (60) accredited semester hours (or an equivalent amount of accredited professional training) in engineering or related courses appropriate to the assigned position.

License :Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preferred Criteria

There are NO Preferred Criteria Assessments . All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Those applicants who meet minimum qualifications will be rated "Qualified", placed on the eligible list, and may be considered for an interview. Employees meeting minimum qualifications of the same grade or higher will be placed on the Eligible List as a "Transfer" candidate and may be considered for an interview.

Preference for interviews will be given to applicants with experience in the following:

Experience in and knowledge of civil engineering theory and concepts supporting the design and construction of stormwater management facilities (including familiarity with geotechnical engineering concepts, and surveying techniques) and general knowledge with watershed planning, protection, and management principles.

Experience in and knowledge of hydrologic and hydraulic modeling used in design of stormwater facilities.

Experience with sediment control techniques and environmental/water resources permitting requirements.

Experience with and knowledge of contract management, including preparation of bid documents, cost estimates and schedules, reviewing and approving invoices, and interaction with engineering consultants and construction contractors.

Experience using standard software packages including the Microsoft Office Suite, and experience using at least one or more of the following:Microsoft Project, Database Systems (Web based preferred), Geographic Information Systems, and AutoCad as a tool used in watershed assessments and project designs.

Experience providing oral communication (such as giving presentations and/or speaking to the public, at homeowners' associations, property managers, and management), and written communications (such as reports, memos/letters, proposals, site plans, etc.) to convey technical information, training, etc.
