Capital Improvement Project Manager I, Grade 25

This position is part of a growing portfolio of staff within the County's Office of Energy and Sustainability dedicated to reducing the environmental footprint of County operations. This position will implement the County's clean energy public private partnerships. Under this initiative, the County's public-private partners will design, install, operate, maintain, and finance solar photovoltaic systems hosted on County roofs, parking lots and grounds. In exchange for access to County properties, the partner will sell the County electricity at a low, fixed rate for 20 to 25 years. This position is expected to manage this partnership and implement solar photovoltaic systems on multiple project sites simultaneously. This includes issuing task orders, coordinating improvements with building occupants and facilities staff, monitoring construction schedules, and ensuring critical milestones are met. The County expects to engage in similar public private partnerships to implement a broader range of distributed energy systems (microgrids and resiliency hubs) on County properties. The position will also augment efforts underway to implement comprehensive energy efficiency initiatives. These projects range from small retrofits (e.g., lighting) to complex projects underway by the County's Energy Performance Contractors.

For utilities, the employee will support the County's utility purchasing strategies and oversee support contractors and consultants. This may include the procurement of electricity, natural gas, fuel oil, renewable energy, and other commodities. The position may also coordinate demand response, a series of curtailments and shutdowns during period of high energy consumption, between the facilities staff and County building occupants.

The ideal candidate should have experience implementing renewable energy systems, energy efficiency, demand response and other energy management efforts for large organizations. Experience with government facilities is preferred. The successful candidate must be able to manage complex initiatives dependent upon sound financial analysis. Direct experience implementing commercial scale solar photovoltaic systems is desired.

About the Position:

Experience with employees and feedback to supervisors on the performance of employees and contractors assigned to projects.

Major Responsibilities Include but Are Not Limited To:

Obtaining information about project goals, constraints, and other issues; meeting with facility management, intended users, and others (e.g., finance and budget officials) to identify desired outcomes, program requirements, and project restraints.

Monitoring work of contractors and staff engaged in constructing small to large scale capital projects including renovations; visits sites to observe work and to inspect materials and processes used in construction.

Coordinating environmental studies for proposed capital improvement projects to identify the potential impact of the project on the environment/community.

Providing expertise for developing the bid documents - e.g., scope of work statements, the technical specifications and contract language - and contractor selection criteria to Procurement; evaluating proposals, interviewing contractors/consultants, and recommending selection; serves on the contract negotiations team.

Communicating with developers, designers, contractors, property owners, other governmental agencies, and the public to response to requests for information, to explain legal/regulatory requirements, or to provide technical assistance.

Leading and participating in meetings, work groups and task forces formed to deal with small to large sized energy projects and issues; participates in discussions, presentations and writes reports, and recommends/obtains authorization for studies related to design and construction.

Attending public hearings and meetings to present, or to support the presentation of, proposals that may be controversial; attends community/neighborhood organization meetings to explain studies, projects, department policies/programs, etc., and to respond to complaints and requests for information/service.

Conferring with County staff, developers, A/E staff, contractors, and their representatives regarding issues - such as controlling costs, project scheduling, quality control, and safety arising during planning and completion of projects.Develops options and recommendations for improvement and negotiates with contractors to resolve matters.

The work location for this position is an onsite office location in Rockville, Maryland with field work County wide. Limited virtual/telework opportunities may be available as appropriate based on work and project needs.

This position REQUIRES possession of a valid Driver's license and the ability to drive a County vehicle to perform work at locations outside the office.

To ensure a positive workplace and to comply with federal, state and County laws, the incumbent is responsible for completing mandatory trainings within the first three to six months or within the specified timeframe.

Minimum Qualifications

Capital Improvement Project Manager I

Experience : Three (3) years professional experience in an architectural or engineering discipline with a focus on the management of projects involving the design and construction of small to moderate ( Education : Graduation from an accredited college or university with a bachelor's degree in Architecture, Mechanical, Civil/Structural, Electrical, or Environmental Engineering or a related engineering discipline, or Construction Management

Equivalency : An equivalent combination of education and experience may be substituted.

License : Possession and maintenance at all times of a valid Class "C" (or equivalent) driver's license from the applicant's state of residence.

Preferred Criteria

There is no Preferred Criteria. All applicants will be reviewed by OHR for minimum qualifications. Those applicants who meet the minimum qualifications will be rated Qualified, placed on the eligible list, and may be considered for an interview. Employees meeting the minimum qualifications who are the same grade or higher will be placed on the eligible list as a "Transfer" candidate and may be considered for an interview.

Experience with solar/energy infrastructure.

Experience with the management and/or purchasing of energy and utilities.
