The Chinese Consolidated Benevolent Association of New England, Inc. (CCBA of New England) seeks a new Development Manager.

Our Organization and Community:

Incorporated in 1923, the Chinese Consolidated Benevolent Association of New England, Inc. (CCBA of New England) is a long-standing nonprofit umbrella organization based in Boston’s Chinatown that primarily serves the Chinese-American community of New England. One of many independently organized and governed CCBA’s around the country, CCBA of New England started in Boston as a support entity for Chinese immigrants, providing social, economic, and political support, including acting as a de facto governing Board over the Chinese community of New England during a time when the American judicial system was not accessible to Chinese-Americans and advocating against discriminatory state and local laws.

Today, CCBA of New England is a 501(c)(3) whose mission includes promoting and preserving Chinese culture and tradition, furthering the cause of freedom and democracy, safeguarding the rights and ensuring the equality of Chinese-Americans, serving as a coordinating body for charitable and educational activities, and assisting in the provision of low income and other housing. Its activities and programs include operating a community center at the former Josiah Quincy School at 90 Tyler Street, organizing community events such as Chinatown’s annual Lion Dance Parade in the Winter and August Moon Festival in the Summer, and the development, ownership and management of affordable housing in the Chinatown and South End neighborhoods of Boston. Aside from owning, operating and managing 90 Tyler Street, CCBA of New England also owns and manages 50 Herald Street in the South End and owns and oversees the management by a third-party management company of Tai Tung Village in Chinatown and Waterford Place in the South End. CCBA is also working on the development of 85 new units of affordable rental housing in Chinatown with a development partner as well as the development of a large mixed-use (residential, commercial, and parking) project in the South End.

CCBA of New England currently has no professional staff and will be looking to build a core staff to implement its development plans and assist in the operations of the organization. The organization is led by a 46-member Board of Directors, which includes 5 elected Officers and 41 Delegate Directors appointed by Member Organizations.

Job Description:

This is a full-time, salaried, exempt position based in Boston’s Chinatown.

The Development Director will implement the decisions of CCBA of New England’s governance and manage CCBA of New England’s assets and housing development projects, in furtherance of CCBA of New England’s mission and in compliance with its bylaws. This person will work closely with CCBA of New England’s officers, directors, and committees, perform due diligence, and keep the CCBA of New England governance fully apprised and make sensible recommendations to the governance. In addition, this person will represent the organization externally within the authority delegated by the Board. The position will report to CCBA of New England’s President and the Board of Directors, presenting monthly updates to the asset committee and bi-monthly updates to the CCBA board.

Primary responsibilities include:

● Work with development partners, public officials, and consultants to develop affordable housing projects in Chinatown and the South End. Perform due diligence, oversee project permitting, and manage design, bidding, and construction.

● Support construction administration and closeout operations of ongoing projects, alongside CCBA’s partners and consultants. Manage project turnover and oversee the property management company.

● Oversee facility improvements of the CCBA community center at 90 Tyler Street. Manage third-party vendors and contractors.

● Present project updates and progress reports to the CCBA board and relevant CCBA committee groups.

The ideal candidate will be organized, practical, a good communicator, and comfortable in working in a fast-paced environment.

Qualification & Skills

A minimum of five (5) years of professional experience in community development, real estate development, project management, asset management, lending, finance, investment and/or property management; law; building design and construction; nonprofit leadership; or a related field

A commitment to serve the community and a strong passion for community-based work

Strong organizational, leadership and presentation (both written and verbal) skills as well as understanding of financial management

Ability to deal with individuals from different socio-economic levels and educational backgrounds

Demonstrable familiarity with the operating environment and requirements of an income tax exempt nonprofit entity, including the review of financial and audit reports

Demonstrable ability to manage risk and to thoroughly understand complex financial statements and forecasts

Strong computer skills, including use of Word, Excel and Powerpoint, as well as social media

Bilingual in English and Chinese (Cantonese or Mandarin) preferred but not required.
