Senior Proposal Manager
This is a remote work position with occasional travel. The successful candidate can work from home or from our corporate office in Reston, VA.
The Senior Proposal Manager will work directly for the Senior Vice President of Business Development and Growth Team in support of the Proposal Team and Business Development Directors. Experience in the Large Business Federal contracting industry, in the Homeland Security and Federal Civilian and DoD sectors. The Senior Proposal Manager will have the responsibility of coordinating all phases of the company’s proposal process in response to U.S. Government requests for proposals (RFIs) (RFQs) and (RFPs) for Cybersecurity and Information Technology opportunities.
Specific Experience is helpful in:
Leading, developing, and managing DLA, DHS, Commerce, Treasury, and USTRANSCOM Cybersecurity and Information Technology government proposals greater than $50-$150M.
The ability to meet deadlines, a commitment to teamwork, and detailed follow-through will be the key to success in this role.
Required Qualifications:
Bachelor’s degree: 4+ years of professionally relevant experience required in lieu of degree.
8+ years of proven successful experience managing, writing, and coordinating Federal Government proposals of high complexity for a large business.
Experience leading proposal team members and stakeholders
Preferred Qualifications:
Demonstration of the necessary personality and leadership skills to engage and motivate a diverse group of Project Managers, Consultants, Cybersecurity SMEs, and Subcontractors is required.
Professional experience in the Cybersecurity and Information Technology field
Experience managing DLA, DHS, Commerce, Treasury, and USTRANSCOM government proposals greater than $50-150M.
7+ years of experience leading proposal team members and stakeholders
Exercising full responsibility and authority for complex government-based proposals and bid preparations.
Developing detailed proposal outlines and assignments.
Coordinating proposal efforts with the technical division, contracts department, contractors, subcontractors, finance department, and human resources.
Develop technical content from an existing proposal database and develop original material responsive to solicitation requirements.
Overseeing the proposal management; coordinating efforts and ensuring all timelines are met.
Develops position descriptions and coordinates with HR for key personnel.
Works with pricing to ensure technical and price proposals are coordinated.
Develop staffing charts, tables, flow charts, and other graphics with presentation software.
Coordinates Color team review efforts and incorporates changes/revisions into final proposals.
Provide weekly updates on proposal status.
Maintains company past performance references and other boilerplate narratives to ensure the latest information is available.
Assists with the capture management process of securing opportunities, which may include contacting potential clients, partners, subcontractors, and/or key personnel.
Exceptional facilitation and organizational skills are required.
Senior Large business knowledge of the government proposal process is required.
Develop, socialize, and train advanced Proposal processes and procedures.
Proficient in SharePoint administration
Proficient in using Salesforce CRM
Ability to interpret complex government RFPs and RFIs and translate them into actionable tasks.
Proposal Development: Participate with cross-functional teams to respond to Request for Proposals (RFPs) (RFIs) (RFQs) and (RFPs) for Cybersecurity and Information Technology opportunities.
Strong organizational skills and attention to detail
Exceptional interpersonal and communication/writing skills
Proficient in using federal opportunity subscription services like GovWin, Gov Tribe, etc. Also, knowledge of and can navigate through government agency websites, Federal Procurement Data System (FPDS), USASpending.gov, etc.
Proficient in Microsoft Office tools
