Senior Policy Analyst, Health Program

BPC’s Health Program brings together political leaders and experts to produce reports and policy recommendations and works with experts and stakeholders from other organizations to advance our policy objectives. Current Health Program projects include Medicare provider payment, long-term care, chronic care, health care workforce, digital health, rural health, behavioral health, and opioids.

How you make a difference in this role:

BPC is seeking a Senior Policy Analyst to lead activities for BPC’s Health Program. This will include leading projects and working collaboratively with team members to develop pragmatic, bipartisan policy solutions on issues such as health care costs, coverage, quality, and equity. Experience in Medicare policy (particularly payment policy), long-term care, or private health insurance (or a strong interest in learning about and working on these issues), is preferred.   Roles and Responsibilities

The position of Senior Policy Analyst at BPC is a versatile one, involving a variety of tasks, including leadership responsibilities, often simultaneously. The senior policy analyst will be expected to learn about new and evolving policy issues and will interact with policy experts and political leaders. Responsibilities include: Leading team members in conducting independent research on new or existing legislation, regulations, and policies

Taking a leading role in drafting and vetting federal policy recommendations

Taking a leading role in drafting and editing reports, policy briefs, blog posts, fact sheets, and op-eds

Leading conversations with health care stakeholders, experts, BPC senior fellows, consultants, and project principals

Supporting outreach and communications activities, including briefings for policymakers

Working with program directors and the development department to draft grant proposals and grant reports, and support other donor management needs

Planning and executing project meetings and private roundtable discussions

Overseeing specific policy workstreams including developing work plans, managing key principals, proactively conducting expert and stakeholder outreach, and developing written materials

Participating in public communications, including podcasts, Facebook Live events, and external presentations or media interviews

Overseeing the work of junior staff and/or project interns on select projects

Tracking project outcomes and successes for impact statements and project reports

Other duties as assigned

Qualifications Bachelor’s degree and 5 years of relevant experience OR relevant advanced degree and 3 years of relevant experience

Experience conducting research on federal or state policy and/or regulations is required

Knowledge of Medicare policy (particularly payment policy), long-term care policy, or private insurance (or a strong interest in learning about and working on these issues), is required

Capitol Hill or administration experience is a plus

Previous grant-writing experience is a plus

Demonstrated ability to communicate clearly and effectively, both orally and in writing

Demonstrated ability to multi-task on numerous projects, large and small, in both collaborative and independent situations, and sometimes on short timelines

Strong organizational skills

Experience leading projects is a plus

Works well independently, and as part of a team
