EDUCATION AND EXPERIENCE:
Bachelors Degree
Five years experience in human resources Experience in public education, a plus
Experience in employment law and/or litigation, a plus
High School Diplomas and college/university degrees must be obtained from an accredited program or university approved by the United States Department of Education and the Texas Education Agency.
PRIMARY PURPOSE SUMMARY:
Assists the Executive Director of Human Resources with employment issues throughout the District. Provides strategic oversight over key Human Resources initiatives to improve systemic response to customers.
ESSENTIAL REQUIREMENTS AND RESPONSIBILITIES:
1. Oversees the administration of employee relations functions, including investigation of issues, compliance with legal requirements, and disciplinary actions.
2. Prepares and presents Administration’s position on student and employee grievances to the Board of Trustees.
3. Responsible for coordinating case management, documentation, reporting, and resolution of investigations, grievances, and complaints in a timely and appropriate manner.
4. Provides direction and guidance to administrators and employees regarding the steps of the formal grievance process according to policies and regulations.
5. Prepares annual statistical reports to summarize the status of all employee grievances.
6. Represents the District as the hearing officer during employee and student grievance hearings to obtain information and evidence relative to the official complaint and disposition of an appeal.
7. Consults with administrators and other relevant individuals to analyze, resolve and decide employee grievances, as appropriate.
8. Provides guidance to District administrative and supervisory personnel in matters relating to all levels of the employee grievance process.
9. Analyzes evidence and applicable laws, regulations, policies, and precedent decisions to determine appropriate and permissible conclusions.
10. Ensures grievance decisions and documentation represent the District in a clear, complete and concise manner.
11. Responsible for ensuring grievance packets are prepared and provided to the Board of Trustees in an accurate and timely manner.
12. Coordinates all Equal Employment Opportunity Commission (EEOC) claims against the District and works with both campus and departments to facilitate resolution.
13. Assists in responding to EEOC charges, completing state and federal mandated reports and preparation of complex cases that involve potential lawsuits against the District.
14. Consults with the Senior Director of HR Services, Executive Director of Human Resources and the District attorney on Equal Employment Opportunity (EEO) position statements.
15. Provides training to District Administrative Staff regarding documentation, equal employment opportunity and grievance procedures.
16. Responsible for coordinating records requested under the Texas Public Information Act or subpoenaed by a court order.
17. Responsible for ensuring compliance and retention of personnel records in accordance with the Texas State Library and Archives Commission (TSLAC).
18. Responsible for conducting an annual audit of personnel records to ensure compliance.
19. Responsible for coordinating review and maintenance of policies and regulations related to human resource matters.
20. Serves as a resource to District administrators in reviewing employee discipline documentation.
21. Responsible for the collaboration, generation, monitoring and presentation of employment surveys (i.e. separation, entry).
22. Oversees the fingerprint review process for applicants considered for employment and independent contractors.
23. Develops, implements, and maintains Human Resources policies, regulations, guidelines, and programs to ensure best practices and legal compliance in all Human Resources functional areas.
24. Ensures proper enforcement of policies and regulations and accountability of assigned personnel.
25. Responsible for the coordination, development, and delivery of training to supervisors and employees related to human resource matters.
26. Monitors and advises supervisors regarding documentation of employee performance issues and the progressive discipline process.
27. Assists the Executive Director in the review of proposed terminations and non renewals ensuring due process considerations.
28. Responsible for conducting exit interviews and analyzing survey data for employees who have separated from the District.
29. Responsible for the annual mass contract renewal to ensure compliance with District policy and applicable laws.
30. Provides support and project management of key Human Resources special project initiatives to improve systems and services.
31. Identifies legal requirements and government reporting regulations affecting human resources functions and ensures that policies, procedures, and reporting are in compliance.
32. Provides support to the Executive Director of Human Resources regarding Title IX issues involving employees.
33. Attends Board Meetings and presents to the Superintendent and Board of Trustees when necessary.
34. Maintains confidentiality of information.
35. Reports to work every day.
36. Performs additional duties and accepts other responsibilities as may be assigned.
QUALIFICATION REQUIREMENTS:
• Excellent communication, public relations, and interpersonal skills
• Excellent organizational skills, strong planning, and management skills
• Demonstrated ability to interpret policy, procedures, and collect data
• Demonstrated ability to supervise employees, establish and maintain effective working relationships with executive management, campus/department heads, elected officials, District employees, other school districts and government agencies, outside organizations and the general public
• Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community
• Valid Texas Driver’s License with driving record that meets the requirements of the District
