Position Overview:
The Human Resources Generalist provides a wide range of human resources support and advice. This role has broad knowledge of all facets of human resources. They serve as the point of contact for all CNE staff regarding recruitment and onboarding, performance management, employee relations, and human resources best practices. This position also manages the onboarding and exiting processes and ensures that CNE complies with all human resources laws, regulations, organization, and public funding requirements.
What You Will Be Responsible For:
Recruitment and Onboarding (Reports to Fiscal Officer) Manages the full-cycle recruitment process for open positions, including posting jobs, sourcing, and running background checks.
Documents and facilitates the onboarding and exiting process for employees, consultants, and volunteers.
Human Resources Compliance (Reports to Fiscal Officer) Ensures compliance with all laws, regulations, and organization policies and procedures.
Ensures compliance with Human Resources rules and regulations of the Office of Head Start and other funders, as required.
Maintains confidential employment data and health records for CNE staff.
Employee Relations (Reports to Executive Director) Oversees and manages employee relations issues, working within established guidelines.
Assists with employee counseling, discipline, and conflict resolution handling, as needed.
Manages the annual performance appraisal process and system.
Employee Handbook (Reports to Executive Director) Responsible for updating CNE's Employee Handbook, as needed.
General (Reports to Fiscal Officer) Schedules CNE's Human Resources Committee meetings and is responsible for taking minutes and follow-up of action steps identified in these meetings.
Assists with HR transactional activities and development of internal business processes.
Prepares offer letters, termination letters, and other official personnel correspondence as needed.
Training and Technical Assistance (Reports to Fiscal Officer) Prepares and facilitates training on topics within the scope of this position, as needed.
Leadership (Reports to Fiscal Officer) Presents the mission, vision, and values of CNE in all aspects of job responsibilities.
Embraces change and proactively looks for areas of improvement within the scope of this position to improve process effectiveness and efficiency.
Maintains up-to-date knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
Professional Development/Meetings (Reports to Fiscal Officer) Participates in regular supervision meetings and other agency meetings as needed.
Seeks professional development opportunities that advance knowledge in functional areas of responsibility.
In-person attendance at monthly all-staff meetings is required.
What You Bring to the Role: Bachelor's Degree in Human Resources Management or related field and at least three (3) years of experience in HR, preferably in a non-profit setting. PHR or SHRM-CP, preferred.
Strong knowledge of hiring and performance management processes.
Understanding of HR best practices and current regulations.
Sound judgment and problem-solving skills.
Excellent communication skills.
Ability to manage time, office space, and tasks effectively and to ensure deadlines are met.
The ability to process, protect, and exercise complete discretion in handling confidential and sensitive information and materials in a professional manner is critical.
Highly organized with excellent attention to detail.

Compensation, Benefits, and Job Structure:
Hourly compensation of $30.00 - $33.00 per hour.
