The Washington state park system is one of the largest, most diverse--and most beautiful--in the country. With more than 120,000 acres, the system includes 125 developed parks, including 19 marine parks, 11 historical parks, 35 heritage sites, 13 interpretive centers and approximately 500 miles of long-distance recreation trails. State Parks owns more than 2,800 buildings--more than one-quarter of all state-owned buildings, including more than 770 identified historic structures. Managing this agency of sites and services is deceptively complex, and candidates should be ready for a challenging, but rewarding, position. Washington State Parks has experienced steady recovery from a very difficult post-great recession financial situation, and is now faced with record visitation as the public seeks more outdoor recreation opportunities due to the pandemic. A key responsibility for this position is to serve in an expert role for the agency as they navigate budget and financial impacts, and develop related strategies. The Assistant Director has a critical internal role as a member the agency's Executive Leadership Team, working closely with the Director and division heads to evaluate agency-wide issues and oversee change.

This Administrative Services Division includes more than 50 staff members and the following core functions: Budget, Financial Services (with Contracting and Procurement), Information Technology, Risk Management, Internal Audit, and Records Management.

The Washington State Parks and Recreation Commission is currently seeking a full-time permanent Assistant Director, Administrative Services located at Headquarters, in Tumwater, WA. This position is exempt from civil service.

The annual range of compensation is between $120,000 - $129,000 depending upon qualifications, although the expected hiring salary will typically be less than the top of the range, to allow for growth and development movement.

Duties

The Administrative Services Director serves as a key advisor and consultant to the Director and Executive Leadership Team (ELT) on financial matters including strategies related to budget, revenue generation, spending trends, and other areas such as internal controls, risk management and strategic direction for information technology.

The position oversees the Administrative Services division's services and functions and is responsible for ensuring the agency stays financially solvent and effectively uses resources.

Key areas of responsibility include oversight of:

Operating and capital budgets Financial Services

Information Technology services Risk Management

Records Management

Internal Audit

Qualifications

Minimum education and experience:

Bachelor's Degree in finance, accounting, economics, public administration or a closely related field.

Seven (7) years professional experience in financial management and planning.

Five (5) years supervisory experience.

Two (2) years of experience providing information and consultation to executive management.

Five (5) years of professional experience managing projects, which include: preparing reports, evaluating proposals and making collaborative decisions in a team environment.

Preferred education, experience and knowledge:

Master's Degree or higher in finance, accounting, economics, public administration or a closely related field.

Direct experience with Washington State budgeting processes, legislative process, fiscal note analysis and government policy development.

Leadership experience in an organization’s diversity, equity and inclusion efforts.

Experience overseeing information technology programs and projects.

Experience conducting cash flow analysis and revenue forecasting.

Knowledge and understanding of accounting, procurement, contracting and payroll functions.

Knowledge and understanding of internal audit function.

Knowledge and understanding of Enterprise Risk Management and internal control principles.

Knowledge and understanding of public records, records retention, forms management.

Knowledge and understanding of process improvement principles (including Lean).
