1.  WA - Director of Finance and Operations The Director of Finance and Operations assumes an executive leadership role as the chief financial officer with a focus on providing long-term financial stability for the district. This position also assumes an executive leadership role as the chief human resources officer with a focus on carrying out District policies and procedures relating to a wide variety of human resource programs and activities. Fiscal responsibilities include managing and supervising the accounting, business, purchasing, and payroll functions of the district to provide the best possible educational services with the available financial resources. In partnership with the superintendent this position also serves as the administrator for the transportation, food service, and facilities departments to ensure safe, timely and efficient operations.

Job Functions and Responsibilities

Provides leadership to, and is responsible for, ensuring the effective and efficient operation of all financial, business, human resources, and operations activities and functions with a lens of diversity, equity, and inclusion. Responsibilities include annual budget development process, long-range financial planning, developing, implementing, facilitating, and establishing baseline and comparative data, assessing District needs, gathering input, analyzing options, creating scenarios, facilitating discussions, presenting drafts, soliciting feedback, presenting proposals, getting approvals, and working in cooperation with other administrators to ensure a fiscally sound and equitable staffing model for schools and programs, and serve as the liaison regarding legal fiscally related matters.

Serves on the District Leadership Team and works closely with its members to support the vision, mission, and core beliefs of the district while aligning resources with District goals and priorities through budget development and management.

Advises the Superintendent and School Board on all fiscal matters in the development of business policies, procedures, and programs to improve efficiency and service and to ensure clear guidance to staff, effective communication to the community, and compliance with local, state, and federal laws; presents information and provides feedback to the Superintendent and Board of Directors of any regulated services, issues, or changes to current established policies and procedures as it relates to Finance & Operations. Develops solutions to problems, which ultimately improve daily operations.

Manages the District's business operations including finance, accounting, payroll, purchasing, accounts payable, accounts receivable, revenue, expenditure, and audits for all funds within Federal, State and County legal requirements and budget limitations; monitors financial changes such as tax rates & levies for the purpose of calculating District needs and/or impacts. Assures timely and accurate financial reporting; assures proper internal controls, audit documentation and records maintenance.

Participates in collective bargaining process and negotiations for employee groups and serves as the lead advisor in the development of District bargaining priorities and strategies.

Prepares a wide variety of statistical data and documentation such as financial reports, bonds, fiscal budget, and program results for the purpose of providing presentations and written support for Federal, State, and Local requirements and/or conveying accurate and timely information to the Superintendent, Board of Directors, and others as needed.

Assists with the development of levy and bond issues by facilitating District committees pertaining to areas of responsibility and providing financial information and materials related to bonds and levies, bond sales, and post-bond issuance requirements.

Directs and coordinates compilation, analysis, and consolidation of budget information; assures proper budgetary controls and transfer of funds to accomplish approved financial objectives; administers and directs the program of accounting for District funds.

Maintains responsibility for overseeing financial records, data, and files essential for budgetary, payroll, and audit purposes while following all retention policies.

Serves as a legislative liaison for the Superintendent. Analyzes school district related bills during the legislative session, makes recommendations for the Superintendent's communications with local legislators, and testifies during session as directed by the Superintendent.

Establishes collaborative working relationships with school site administration and staff. Directs, evaluates, supervises, and provides oversight/leadership to assigned personnel to ensure effective delivery of services to schools, departments, and the community; conducts performance appraisals, makes recommendations for appropriate employment actions, and promotes professional growth for employees.

Performs other duties related to the above in scope and function as required and assists other personnel as may be required for the purpose of supporting them in the completion of their work activities.

Desired Skills

Outstanding written, verbal, and interpersonal communication skills are a must.

Exhibit high personal motivation, energy, and enthusiasm; meet high performance standards; ability to work collaboratively in a fast-paced, high-volume environment with competing priorities as well as independently analyze, organize, prioritize, schedule, and supervise projects to meet deadlines and District needs.

Excellent research, interviewing, writing, editing/proofreading skills with attention to detail.

Ability to think logically, evaluate, and apply technical knowledge to complex situations

Demonstrated skills in the effective management of people and programs, problem solving, and mediation of conflict objectively and without personal bias.

Demonstrated ability to develop and implement accounting methods and procedures.

Perform all duties with the highest level of integrity and in accordance with applicable School Board policies, school district, and legal requirements.

Required Qualifications

Preferred WASBO CSBA or CSBO Certification OR/AND

Bachelor's degree in accounting or business administration

Preferred demonstrated experience in public school administration, executive leadership, and supervision.

Preferred demonstrated experience in the following functional areas; Accounting, Budgeting/Finance, Capital Projects, Facilities, Food Service, Human Resources, Payroll, Purchasing, Risk Management, Technology, Transportation.

Serves as a leader and role model, operating with the highest level of ethics and integrity.

Proficient knowledge of the WESPaC and Skyward applications.

Excellent interpersonal, written, and oral communication skills.

Demonstrated ability to lead an organization to examine new ways and processes to reach goals.

Thorough knowledge of effective financial management and human resources in a public-school setting.

Thorough knowledge of Washington State and federal regulations, including school district policies and procedures regarding finances and human resources.

Experience with collective bargaining negotiations and contract management.

Criminal history clearance.

Valid Washington State Driver's License.

SALARY RANGE:   $110,000 to $155,000

BENEFITS SUMMARY
