About the Program and Position:
The Enhanced Family Foster Care (EFFC) Program supports foster youth in the custody of the Administration for Children’s Services in New York City. Our EFFC program serves 137 youth ages 0-21+ and supports them with a multidisciplinary team that includes a Case Planner, Health Services Team, Psychiatrist and Psychologist, Behavioral Support Specialist, Family Advocate, Case Aide, Family Team Conferencing Coordinator, Education Workforce Specialist, Employment/Internship and Housing Specialist, Fair Futures Coach, Foster Home Recruiter and Licensor and Clinician. Our multi-disciplinary team is committed to a trauma-informed, sociological approach to care. Staff, including foster parents, are trained to recognize and respond to the effects of exposure to trauma within the unique socio-ecology of the community. Each youth is assigned a clinician and additional behavioral health service supports, if recommended. This makes a difference because our team approach provides a space for healing while providing skill-building and future-focused planning for youth in our care.
Cayuga Centers currently seeks a Vice President (VP) of Support Services to provide overall management of the Foster Home Recruiting and Licensing Department, Fair Futures, and EFFC Operations Departments.
How you get to use your skills…
Serve as a member of the Child Welfare and Mental Health Leadership Council - this leadership council manages the day-to-day operations of the ACS EFFC program
Supervise the program’s support departments (Fair Futures, Foster Home Recruitment & Licensing, and ACS Operations) and program staff as assigned
Responsible for the EFFC program and its outcomes
Participate in training of staff to ensure they are versed in the needs of, approaches to, and skills for working with at-risk youth and families
Monitor and coordinates the delivery of services, ensuring maximum benefits and entitlements of youth and families
Monitors and track submission of notes, contacts, recruitment and certifications for the program
Maintain confidentiality of consumer information
Bring any issues or concerns to the Senior Vice President of EFFC Program
Ensure program is in adherence to NYC and NYS guidelines
Responsible for all reporting requirements of the Contract or, when applicable, the Statement of Work (i.e., programmatic and financial reports)
Respond in a positive and respectful manner to diversity, among the agency’s service population and staff
Attend and play an active role in Family Team Conferences (FTC’s), Interdisciplinary Treatment Team (ITT) meeting and Parent to Parent Meetings
Appear in Family Court hearings, as needed, related to the children and families served
Assist with hospitalization and discharge planning following hospitalization
Develop and maintain a collaborative relationship with providers and stakeholders, Cayuga Centers staff, referral sources, and other community programs and organizations that can support families
With the guidance of the Senior Vice President of EFFC, serve as the program’s lead and representative for certifications and audits
With the guidance of the Senior Vice President of EFFC, responsible for continuous improvement of program components including but not limited to policy and procedures, staff training, billing, and maximizing productivity.
Assure that staff utilize a dynamic, strength-based interdisciplinary team model in Family Team Conferences & Treatment Team meetings
Ensure timely critical incident and psychiatric hospitalization notifications to ACS stakeholders
Provide guidance and coaching to program and leadership team to assist with emergencies
Perform other duties as requested by the immediate supervisor, Associate CEO or the President/CEO
Schedule: Exempt
Regular hours entail 9:00 am-5:00 pm, Monday - Friday
Evenings and weekends may be required
Must be able to flex schedule to meet program needs
On-call required
Experience and Skills: Appropriate master’s degree or J.D. required - LMSW/LCSW preferred
NYC ACS or private agency child welfare experience required
Familiarity with OCFS, OMRDD, OMH, and other relevant municipal and state agencies
Experience in the delivery of services to at-risk youth and families
Ability and willingness to engage and work with families in an "in-home" context
Ability to adapt and individualize program interventions to utilize family strengths and skills
Flexibility to work when the families are available to meet
Ability to work well with people from many cultures including recent immigrants, non-English speakers, and LGBTQIA+ children
Strong skills in Microsoft Office and Google Workspace
Willingness to travel within the five boroughs of New York City
Valid NYS Driver’s License
Physical Requirements:
Word processing: Including responding to emails, composing letters, and transcribing minutes for meetings, involves sitting at a computer for several hours a day
Completing paperwork and electronic documentation
Sit/ride in vehicles and/or public transportation for lengthy periods of time
