Description:

We are currently seeking a Deputy Program Manager to lead Software Development and Operations Teams at an established Hybrid Agile DevOps program supporting mission critical software applications.

The Deputy Program Manager will manage 3-4 teams that deliver software development, cloud services, and O&M for our client/project. You will interface with the client, providing status updates on activities to include delivery, schedule, risks, and issues. You will coordinate activities across the teams, lead the teams in defining or refining key program objectives and milestones, and monitor progress towards successful releases of React, Angular, .Net, Java and other application products. You will also be a people performance manager for a subset of personnel on the team, providing performance feedback, assessments, and additional performance management responsibilities.

You will work in conjunction with the Program Manager in all facets of contract and program management, including financial management, subcontractor management, employee engagement, recruiting and project execution. You will help shape program vision and direction to ensure that team efforts produce deliverables that meet strategic objectives. You will support Scrum Masters/Team Leads across multiple teams, providing leadership and guidance. You possess a deep understanding of team leadership principles, project management, and agile principles and practices. You collaborate naturally, are organized and detail-oriented, are a confident communicator, and are a servant leader to your colleagues. A successful candidate will have hands-on experience as a manager in a Federal Government Agency IT environment.

Responsibilities:

Collaborate with the Government customer, product owners and other business and technical stakeholders to understand the product vision and requirements and translate into a program roadmap

Create mature, structured PMO processes to assist leadership and team leads to prioritize backlog items, and understand project constraints, including scope, risk, resources, schedule, cost, and quality

Develop, document, and manage the implementation of project plans, schedules, and processes

Collaborate closely with all team members including architects, developers, quality assurance engineers, business analysts, and developers, to shepherd product backlog items from inception through production deployment

Proactively manage changes in project and product scope. Identify potential risks and devise risk response plans

Create status reports and briefing materials for senior level leadership, and host various stakeholder meetings. Understand and communicate status of technical topics.

Collaborate with Product Owners (PO), Subject Matter Experts (SMEs) and Developers, and Engineers to understand the customer and program needs

Facilitate decision-making, root cause analysis, post-mortems and technical requirement discussions and meetings, encourage collaboration and brainstorming among all developers/engineers, and document outcomes/decisions relevant to development/O&M

Ensure that the team understands requirements, deliverables, timelines, priorities, and issues to successfully meet customer goals

Help develop uniform, mature agile practices to address barriers to operating efficiently and effectively

Create detailed Confluence sites and JIRA dashboards to provide a centralized repository of program information and artifacts, and a transparent source of real-time status of progress against goals

Manage Program Increment/Release Planning activities

Directly manage a subset of employees on the program: mentor, provide performance reviews, and provide recommendations for career growth and skills development

Create staffing strategies and work with Recruiting to review resumes, select interview panels, conduct interviews, and provide candidate feedback

Participate in meetings, provide briefings, status presentations and other support materials that will promote the program, assist in achieving user buy-in

Support financial management and planning activities for the program, to include budget analyses, financial projections, burn down charts, monthly reporting, and invoice reviews/approvals.

Required Skills:

8+ years' relevant experience working in progressively more responsible relevant roles on government information technology projects/programs

4+ years of experience managing a team or teams on government Information Technology projects/programs

4+ years of direct people management, including full performance management responsibilities (assessments, reviews, mentoring, performance improvement)

3+ years of Agile experience, Hybrid Agile experience preferred

2+ years hands-on experience with Jira and Confluence

Understanding of the fundamentals of software development processes and procedures.

Proven experience managing competing priorities and navigating technical and/or business constraints to drive toward a solution

Strong attention to detail, be highly organized with experience managing project schedules

Exceptional writing skills - must have experience creating/writing/ownership of security documentation, white papers, briefings, and status reports

Excellent verbal communications skills

Desired Skills:

Active PMI Project Management Professional (PMP) certification

SAFe or Scrum Alliance Scrum certification

Experience with software development programs in cloud environments. Cloud transition experience a major plus.

Education:

Bachelor's degree

Location:

DC, Maryland, Virginia area preferred. Position is primarily remote with at least quarterly in-person events in the DC, Maryland, Virginia area.

Years of Experience : 8+ years of experience or more

Clearance : Must be a United States Citizen and be eligible to obtain a Public Trust (or higher) security clearance. Existing Public Trust or higher preferred.
