Deputy Program Manager

Overview

Support the Department of State's Bureau of Consular Affairs (CA) Office of Consular Systems and Technology (CST) divisions management, administration, and quality assurance of its critical information technology supporting Consular locations, overseas posts, domestic Passport agencies and VISA processing centers

Responsibilities

Support the PM in management of the Program Management Plan

Support CA/CST training, deployment, communication services, and service operations to ensure effective and efficient delivery of CST IT services to include availability, recoverability, incident and problem management and proactive management of CA's IT infrastructure.

Support developing and maintaining production application software, business intelligence and reporting tools, and web content that support the mission of CA.

Conduct gap analysis and provide process and technical solutions for the design and implementation of new technology solutions that align with business needs and advance the Bureau's technical capabilities.

Identify new technologies to support CA's mission, developing appropriate security engineering standards for the enterprise, ensuring alignment of systems to business goals through enterprise architecture modernization, and identifying ways to improve CA/CST processes to ensure optimal delivery of services

Coordinate and communicate with stakeholders (Government management and technical resources, Contractors, etc.) to gather requirements and translate functional requirements into technical requirements to hand-off IT solutions from delivery team to operation team; ensuring IT solutions meet our customers' requirements, governance standards, and FISMA regulations.

Develop and manage processes to ensure quality across all activities.

Support testing as needed to support system and software integration.

Support quality management in accordance with the Contractor's Quality Control Plan (QCP).

Qualifications

Required: Bachelor's of Science IT Systems

Seven (7) or more years of developing IT systems environment integration and migration

Experience developing, testing, and documenting system configurations and procedures for current and future capabilities

Excellent verbal and written communication skills including the ability to clearly articulate technical and strategic level matters to a variety of audiences.

Excellent research and analytical skills.

Proficiency in Microsoft Office Applications.

Preferred: Experience supporting a SharePoint project

CompTIA Security+ CE

CompTIA Linux+

CCSP - Certified Cloud Security Professional | (ISC)²

ITIL v4
