Capture Manager

Summary
The Capture Manager’s role is pivotal in securing new business opportunities while expanding market presence within the government sector, with particular emphasis on the public health and technology domains (HHS, CDC, FDA, NIH, HRSA, CMS, VHA, DHA, etc.). This position requires strong leadership, strategic thinking, and expertise in government contracting processes for leading the capture process during opportunity identification, through proposal submission, collaborating with cross-functional teams to develop winning strategies, and ensuring alignment with organizational objectives.
Essential Duties and Responsibilities
Opportunity Identification
Identify and evaluate potential government contract opportunities aligned with the company's capabilities, strategic goals, and target markets.
Collects business intelligence and evaluates the customer analysis and the competitor analysis.
Capture Planning
Develop and execute comprehensive capture plans for targeted opportunities, including defining win strategies, teaming strategies, competitive analysis, and customer engagement plans.
Performs internal analysis of the company’s strengths and weaknesses and uses this information to drive the company’s win strategy for an opportunity.
Leads strategic capture efforts throughout the sales lifecycle.
Manage and direct various business functions through the capture process.
Stakeholder Management
Build and maintain relationships with key stakeholders, including government agencies, industry partners, subcontractors, and internal teams, to facilitate collaboration and enhance the capture process.
Present opportunities at each gate review to executive leadership.
Work across teams to develop solutions and meet client requirements.
Identify and mitigate risks associated with the capture process, including technical, financial, and competitive risks, to enhance the probability of success.
Proposal Development
Based on intelligence gained during the capture planning and execution phases, coordinate and lead the development of high-quality proposals, ensuring compliance with solicitation requirements, alignment with customer needs, and differentiation from competitors.
Team Leadership
Provide leadership and guidance to cross-functional capture teams, including business development, technical, pricing, and support staff, to drive cohesive and effective collaboration throughout the capture lifecycle.
Performance Tracking:
Establish and maintain metrics and performance indicators to track progress against capture objectives, evaluate win probability, and inform strategic decision-making.
Stay abreast of industry trends, competitive landscape, and evolving customer requirements to continually refine capture strategies and processes for improved effectiveness and efficiency.
Education and Experience
Bachelor's degree in business, marketing, engineering, or related field; advanced degree preferred.
Extensive experience (typically 10+ years) in government contracting within the public health and technology sectors, with a proven track record of successful capture management for complex, high-value opportunities.
Comprehensive understanding of the federal acquisition process, including procurement regulations, contract vehicles, and acquisition strategies.
Strong leadership and communication skills, with the ability to effectively influence and negotiate with internal and external stakeholders at all levels.
Exceptional analytical and problem-solving abilities, with the capacity to assess complex situations, identify key issues, and develop innovative solutions.
Proven ability to lead and motivate cross-functional teams in a dynamic, deadline-driven environment.
Relevant certifications (e.g., APMP, PMP) desirable.
Skills and Knowledge
Demonstrated analytical, reasoning, planning and problem-solving abilities.
Ability to work with executives and senior leadership.
Demonstrated skills in communicating technical information to non-technical and technical customers, as well as how core technologies translate into customers’ critical capabilities.
