Job Summary:

Community Roots Housing has an outstanding opportunity for a Capital Project Program Manager to serve as the organization's representative in the planning, design, procurement, construction, acceptance, and project close out of capital projects within the limits defined by the approved project budget. The Capital Projects Program Manager develops and oversees project activities related to building rehabilitation, system retrofit, and remodeling of Community Roots Housing's growing portfolio. Work encompasses several projects in varying stages and may include simple to technically complex construction projects.

This position works under general direction of the Sr. Director of Asset Management and acts independently to identify and minimize risk and complete projects on schedule and within budget. The candidate must have excellent communications skills as work must be coordinated across several departments: Property Management, Asset Management, Maintenance, and Development teams. This position offers a partially remote work arrangement with occasional requirements for in-person collaboration, including on-site team meetings and contractor interactions, both at our Seattle office and within our building's portfolio. Duties and Responsibilities:

Oversees development and administration of rehabilitation type capital projects of multi-family housing buildings owned and managed by Community Roots Housing.

Assists Property Management and Asset Management in developing project budgets, scopes of work and bids; solicits proposals, negotiates contracts and make recommendations within the procurement policy.

Works on the preparation of contracts and oversight of rehabilitation construction work of existing properties; assists in the process of appointing various specialist consultants; conducts field site visits, approves invoices, and oversees budget, schedules, and quality control.

Hosts a monthly Capital Projects meeting for the greater organization to review project status and provide follow up and reminders to project stakeholders.

Provides technical assistance to Community Roots Housing staff on project designs and construction schedule compliance; performs construction schedule analysis on projects to avoid delays and recommend corrective action; coordinates with architectural and engineering consultants when necessary to ensure proper design.

Serves as the point of contact as the organization's representative for the Department of Energy's Better Building Challenge and manages associated energy consumption software.

Works to ensure compliance with all procurement activities for assigned projects.

Provides a strong commitment to environmental sustainability and fiscal responsibility.

Must provide own vehicle as periodic travel to local Seattle properties is required.

Requirements

Minimum Qualifications: Knowledge of capital project management and contract administration; principles and practices used in various building construction craft areas; principles and practices of comprehensive needs assessment programs for affordable housing; principles and practices of multi-family rehab projects.

Experience in project scoping and request for proposals, processing draws, working with contract payments, and following state procurement policies.

Three years of experience in building repair projects, project development and management, construction management experience, and/or a bachelor's degree in a construction related field, and/or an equivalent combination of education and experience.

Good computer skills are essential including proficiency in Microsoft Office, Word, Excel, MS Project, and ability to learn property management software.

Ability to effectively communicate, both verbally and in writing, with internal and external stakeholders in a professional and positive manner.

Must be adept at handling multiple tasks and responsibilities, pay attention to detail, and be able to change priorities quickly while working cooperatively and proactively with team members to accomplish goals. Flexibility to adjust to departmental priorities is imperative.

Ability to organize time efficiently, prioritize, and perform tasks in a self-directed manner.

Ability to cope with deadline pressures and customer service needs.

Must have valid Washington State Driver's License.

Preferred Qualifications: Excellent analytical and interpersonal skills.

Ability to accurately read and interpret constructions plans and specifications.

Experience with multi-family housing projects, Public Works, and prevailing wage.

Experience with implementing energy and/or water efficiency upgrades.
