Capital Projects Coordinator

We are accepting applications to fill three full-time Capital Projects Coordinator vacancies throughout the County of Santa Barbara within the General Services Department. The three Capital Projects Coordinator positions will have separate focuses: 1) Energy Projects, 2) Maintenance Capital Projects, and 3) Capital Projects.

THE POSITION: Under general direction, the Capital Projects Coordinator performs complex technical duties in the development, inspection and coordination of construction capital projects and space planning; and performs related duties as required.

Assignments may include, but not be limited to, technical analysis, project development and scope development (including extensive client partnering), cost and budget tracking, construction observation and documentation, coordination of planning and design workshops, tracking progress of the various consultants in accordance with their respective professional services agreements and be responsible for coordinating the activities of multi-disciplinary teams.

Assist project manager or project management team in coordinating communications with departments on project planning and construction progress. Additionally, assist Capital and Facilities/Maintenance staff in coordinating agency required applications and reporting, including direct agency contacts, assembly of tracking methods, and compliance strategies. Position does work under the general direction of project managers, the Capital Division Manager and the Assistant Director, but does require independent daily task organization prioritization, time management, and problem solving.

Under the general direction of Capital Division Managers, Energy Manager, or Facilities Manager, coordinates the development of project scopes of work (SOW) through extensive interaction with internal clients. This process is typically followed by the development of rough order of magnitude (ROM) cost estimates. The Construction Specification Institute (CSI) format is utilized to structure both the SOW and the ROM.

The IDEAL CANDIDATE will have:

* Associate Degree or higher in construction project management, architecture, engineering, space planning, drafting technology, or a related field.

* Industry project management certification such as: Project Management Professional (PMP), Program Management Professional (PgMP), or Portfolio Management Professional (PfMP). This should include knowledge of project development, project management, and construction management principles.

* Experience in building construction project management.

* Experience coordinating project scopes (SOW) and development of rough order of magnitude (ROM) cost estimates.

* Ability to coordinate multiple projects and their project teams.

* Excellent written and oral communication skills.

* Demonstrated ability to work independently.

* Experience and competency in utilizing Microsoft Outlook, Projects and other Office software; and, AutoCAD and other design software.

* Demonstrated experience with and commitment to the Capital Projects and Facilities/Maintenance (F/M) Division's shared values, including the following:

Examples of Duties

* Develops projects utilizing required entitlement research; conducts programming functions with project stakeholders; and, develops detailed project scope of work (SOW), including potential project layout or take-off exhibits.

* Assembles project charters that define the general project scope of work, project schedule and outlines the terms of the working relationship between GS Capital Division and the internal client.

* Consult with contractors and consultants on questions of design, scope of work, cost estimates (either through bidding or use of the County's Job Order Contracting program).

* Prepares and negotiates contracts, change orders, and inspection reports; certifies payment requests; maintains construction records; and prepares claims on grant-funded projects using office automation software.

* Coordinates with consultant architects and engineers (as needed) concerning projects under proposal or construction and maintains appropriate records

* Inspects and monitors projects under construction to ensure compliance with project specifications; coordinates contractors and maintenance personnel; assists maintenance personnel with problems relating to existing buildings. The project coordinator will work on a project-by-project basis, under the general direction of a Project Manager to provide on-site and administrative support.

* Provide program level support to Capital Division Managers and Project Managers, including tracking project(s) progress; assemble appropriate program reports; develop written documents that could include Project Charters, Request for Qualifications/Proposals (RFQ/P), Construction Notifications and other documents, as needed; post projects on Public Purchase (project bidding software) and assist in assembling and posting addendums; and provide technical, research and program and project support, as required.

* Supports the Energy Division with utility management, energy efficiency and renewable energy program development, building electrification, annual energy and utility reporting, new construction project review, and Zero Net Energy program development.

* Provides project development for new Energy Division projects (energy efficiency and renewable energy projects), including the development of project scopes of work, coordination of project design, management of the bidding and award process, construction management (with required CM documentation), and project close-out. These tasks often require coordination with design professionals, contractors, GS Facilities/Maintenance (F/M), and GS Capital Projects teams to ensure project success.

* Develops and ensures success of projects by maintaining scope of work, ongoing communication, project monitoring, inspection, and measurement and verification of energy projects including, but not limited to LED lighting retrofits, building weatherization, building energy management systems, renewable energy projects, and battery energy storage infrastructure.

* Manages a database of Heating Ventilation and Air Conditioning (HVAC) equipment and controls systems and develops an ongoing repair and replacement plan that aligns with the County's Zero Net Energy Resolution, Decarbonization Roadmap, and Climate Action Plan.

* Collaborates with the GS Fleet Division and GS Capital Division on the development, installation and monitoring of the Electric Vehicle (EV) charging station program throughout multiple County-owned facilities. We anticipate a significant expansion of the installation of additional EV program assets over the next decade.

* Under the general direction of the Energy Manager, represents the General Services Department with regard to sustainability program management and coordinates projects with the Community Services Department. These projects include, but are not limited to, the Climate Action Plan, Energy Assurance Plan, Climate Adaptation Plan.

* May supervise paraprofessional staff on a project-by-project basis.

Employment Standards

* Completion of 24 semester units or 36 quarter units of college coursework in architecture, engineering, space planning, drafting technology, or a closely related field, AND two years of experience in architectural, engineering, or construction project management, architectural inspection, construction inspection, architectural design or space planning; OR

* A combination of training, education, and experience that is equivalent to the employment standard listed above and that provides the required knowledge and abilities.

Knowledge of: capital project management; contract administration; structural and mechanical design principles; architectural design principles; principles related to space planning; building plans, elevations, sections, and perspective drawings; laws, ordinances, and regulations applicable to building construction, maintenance, and repair; cost-benefit analysis; project cost estimation; basic functions of word processing and spreadsheet software.

Ability to: prepare architectural renderings, drawings, and specifications; learn CAD software; prepare requests for proposal; collect and analyze information, draw conclusions, and make recommendations; keep records; coordinate requirements and work of other County employees, contractors, subcontractors, and consultant architects and engineers; organize and prioritize tasks; communicate and cooperate with design professionals in other disciplines; learn practices and principles of supervision.

Additional Requirements:

* Possession of a valid California Class C driver's license is required at the time of appointment and must be valid throughout the duration of employment.

* The position(s) will be assigned to both the North County and the South County. The incumbent will be required to travel extensively throughout the County.

Supplemental Information

APPLICATION & SELECTION PROCESS:

* Supplemental Questionnaire Ranking. Responses to the required supplemental questionnaire will be evaluated and scored. Candidates' final score and rank on the eligibility list will be determined by their responses to the supplemental questionnaire. This process may be eliminated if there are fewer than 13 qualified candidates.

Applicants must receive a percentage score of at least 70 on the Supplemental Questionnaire Ranking to be placed on an employment list. An adjustment may be made to raw scores based on factors listed in Civil Service Rule VI. Those candidates who are successful in the selection process will have their names placed on the employment list for a minimum of three months. At the time the employment list is established, all candidates will receive written notice of their score on the exam(s) and exact duration of the employment list.

Placement on Employment List & Selection Interview by Hiring Department: Upon placement on employment list, you will be notified by the Human Resources Department. The hiring department will receive at least the top 10 ranked applications. The hiring departments may decide which of those 10 candidates they will reach out to interview.

Conditional Job Offer: Once a conditional offer of employment has been made, candidate will be required to successfully complete a background check, which includes a conviction history check, and satisfactory reference checks. The appointee may be subject to a post-offer medical evaluation or examination. The appointee must satisfactorily complete a one-year probationary period.

The Hiring Department may conduct a background check that may include Live Scan screening.
