Chief Medical Officer

POSITION DESCRIPTION

The CMO is responsible for ensuring the highest quality patient care in the NUNM Health Centers by providing patient-centered care and being the authoritative medical decision-maker in the health centers. The CMO is responsible for development and implementation of clinical policies, leading the culture change from that of the autonomous physician to that of physicians as members of care teams, decreasing variation in practice leading to compliance with best practice guidelines, as well as maintaining compliance with all governmental, insurance and accreditation rules and regulations.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Medical Responsibilities:

Senior oversight for policy and medical decision in the NUNM Health Centers.

Provide 10-15 hours of direct, patient-centered medical care weekly.

Provide or manage emergency care to patients.

Provide medical decision-making support to providers, residents and students.

Serve as locum on shifts when the assigned supervisor and residents are unavailable for shift coverage and support shifts as needed in a busy and dynamic patient care environment.

Investigate and manage any patient, provider, staff, or student exposure or injury (including but not limited to needlestick, occupational issue, or pathogen exposure).

Track, respond to, and resolve any patient medical concerns or complaints.

Health Centers Administrative Responsibilities:

Provide or ensure the provision of a complete and successful onboarding process of new providers and ensure completion of annual provider requirements (license renewal, required trainings, etc..).

Monitor, research, develop and enforce best practices in medical care, infectious disease, and public health and safety.

Ensure mandatory reporting training and reporting, and fraud, waste and abuse training occurs by all clinical participants as appropriate.

Serve as a core member on the Continuous Quality Improvement (CQI) Team that plans, develops, implements, and reports on ongoing improvement in all relevant metrics and best practices necessary for a Patient Centered Primary Care Home and participant in the CareOregon Primary Care Payment Model program.

Provide provider clinical practice performance feedback to the Deans of clinical programs. Complete chart audits regularly to ensure complete and accurate charting.

Serve as the primary contact and provide oversight of the Vaccines for Children (VFC) program.

Accreditation/Regulation Duties:

Ensure compliance with all clinical procedures and protocols and all governmental, accreditation, insurance, and/or other external regulations and requirements.

Work with the institutional leadership to ensure that the clinical programs, faculty, and all clinical activities are in compliance with the standards of the NWCCU, CNME, ACCOM and all other pertinent accrediting bodies.

Work with the institutional leadership to oversee accreditation and compliance reports to State and Federal governing bodies, Boards and Business Associates.

SUPERVISORY RESPONSIBILITIES

Faculty will not directly report to this individual, however the CMO is responsible, with the dean for co-supervision of all clinical medical providers, including physicians, residents, and students while administering clinical services.

EDUCATION/EXPERIENCE

ND/MD/DO degree with current OR licensure required. The individual must demonstrate experience and/or skills in the area of primary care medicine. Graduate medical education experience is preferred. Minimum of five (5) years of successful full-time clinical practice required. Candidates must be able to demonstrate competency commensurate with the full scope of their medical license, including pharmaceuticals, NMT, reproductive health, and nature cure modalities. Candidates fluent in Epic EHR use and management preferred.

Prefer candidates have at least one-year experience supervising employees. Additional degree in Chinese Medicine preferred. Experience in both academic medicine and external practice preferred.

QUALIFICATIONS

Ability to apply the Naturopathic Principles and Therapeutic Order to clinical practice. Understand the principles of Classical Chinese medicine. Ability to understand and apply guidelines, policies and procedures. OSHA/HIPAA trained and understanding and ability to explain regulations. Electronic Health Record (EHR) experience.

Skill in using technology to effectively communicate with students, colleagues, and the community at large.

Skill in working both independently and as a team member.

Skill in establishing and maintaining effective, collaborative, and collegial relationships with colleagues, students, staff, administrators, alumni, and the public.

Knowledge of Word, Excel and Access. Familiarity with insurance billing preferred.

OTHER REQUIREMENTS

Current CPR and DEA certifications are required.

Required to participate in University activities during evening and weekend hours and must be available to travel out of town to attend various approved events and meetings as needed.

In addition, with the approval of the president, the CMO may devote time at NUNM and its clinics to clinical practice and to faculty service in activities such as teaching, clinical supervision, and scholarship. When scheduled activities (e.g. lectures, clinic shifts) are included, provisions must be in place to allow the CMO to be available for administrative duties on short notice.
