Agency Description

The Mayor's Office of Education is responsible for implementing the Mayor's vision of a world class education for all students and executing on key initiatives. The Office oversees several city education programs including Community Schools, Adult Education and other programs.

The Mayor's Office of Education is seeking a dynamic and passionate Director of PreK-12 Education Policy. The ideal candidate will be at the forefront of shaping educational policies and initiatives that impact students, educators, and communities across the PreK-12 spectrum. This role requires a deep understanding of educational systems, legislative processes, and a passion for fostering equitable and high-quality learning environments for all students of Philadelphia.

Job Description

1. Policy Development:

•Lead the development and implementation of comprehensive PreK-12 education policies aligned with the Mayor's goals and national standards.

•Conduct thorough research on current educational trends, best practices, and emerging issues to inform policy recommendations.

•Collaborate with internal stakeholders, external experts, policymakers, and community members to identify policy priorities and strategies for implementation.

2. Monitor and respond to federal and state education policy proposals and grant opportunities:

•Advocate for evidence-based education policies at local, state, and federal levels to drive positive change in PreK-12 education.

•Monitor legislative proposals, analyze their potential impact on PreK-12 education, and provide timely recommendations for advocacy efforts.

•Identify public grant opportunities to support education programs and initiatives.

3. Data Analysis and Evaluation:

•Utilize data analysis tools and methodologies to assess the effectiveness of existing education policies and programs.

•Monitor key performance indicators, student outcomes, and demographic trends to identify areas for improvement and innovation.

•Prepare reports and presentations to communicate findings, progress, and recommendations to internal and external stakeholders.

4. Stakeholder Engagement:

•Cultivate partnerships with educators, school administrators, parents, students, and community members to ensure their perspectives are integrated into policy development and implementation.

•Facilitate stakeholder meetings, focus groups, and forums to gather feedback, address concerns, and build consensus around educational initiatives.

•Serve as a spokesperson for the organization, representing its mission, values, and policy positions in public forums, media interviews, and professional conferences.

5. Professional Development:

•Stay abreast of research literature, policy developments, and emerging trends in PreK-12 education through ongoing professional development activities.

•Provide training, resources, and support to internal staff members, educators, and community partners to enhance their understanding of education policy issues and advocacy strategies.

Competencies, Knowledge, Skills and Abilities:

•Master's or doctoral degree in education policy, public policy, or a related field.

•Minimum of 5 years of experience in education policy development, advocacy, or research, with a focus on PreK-12 education.

•Demonstrated knowledge of education law, regulatory frameworks, and governance structures at local, state, and federal levels.

•Strong analytical skills, including the ability to interpret complex data, evaluate program effectiveness, and make data-driven recommendations.

•Excellent communication and interpersonal skills, with the ability to build consensus, negotiate agreements, and articulate complex ideas to diverse audiences.

•Proven track record of successfully leading cross-functional teams, managing projects, and driving results in a fast-paced, dynamic environment.

•Commitment to equity, diversity, and inclusion in education, with a deep understanding of the systemic barriers facing marginalized communities and a dedication to addressing them through policy reform.

Qualifications

•Master's or doctoral degree in education policy, public policy, or a related field.

•Minimum of 5 years of experience in education policy development, advocacy, or research, with a focus on PreK-12 education.
