Summary
The Senior HR Manager provides a high level of management and guidance in the successful administration of HR programs and initiatives to include recruitment and talent management, new employee orientation and onboarding, employee benefit administration, HRIS, compliance reports, learning and development, and exit interviews and analyses. The Senior HR Manager reports to the Chief HR Officer, collaborating closely with the AVP of Global HR.
Essential Job Functions
Manage the talent acquisition process from job descriptions and postings to reference checking, Form AID 1420-17 verification, new hire paperwork and new employee orientation
Initiate onboarding process for US, expat and TCN new hires
Collaborate with International Recruiter on proposal-based recruitment, as needed
Manage HRIS data input and integrity of information entered (i.e., SuccessFactors, CostPoint, ADP); produce ad hoc reports
Serve as key point of contact between HR and Payroll
Conduct exit interviews, compile data and coordinate separation transactions
Prepare Department of Labor annual required reports, i.e., EEO, VETS100, 5500, and other federal/state compliance reporting
Manage administration of all employee benefit programs. Assist employees with benefit issues, facilitate annual Open Enrollment process, analyze and provide corrections to all monthly benefit invoices and serve as key contact for insurance brokers, providers, and vendors. Educate employees and encourage healthy lifestyles and utilization of Blumont benefits.
Collaborate with CHRO and AVP of Global HR on annual benefit renewal review and analyses. Negotiate and contract with benefit plan providers, vendors, auditors, and consultants for quality services, effective rates, and efficient plan administration
Promote health and wellness initiatives (i.e., wellness committees, webinars, educational events); create and distribute health and wellness e-newsletters
Manage disability leaves, accommodations, return to work, and collaborate with vendors and payroll to ensure accurate payments
Design learning systems and programs that support critical business initiatives
Design employee development programs using a blend of delivery methods (distance learning, eLearning, instructor-led training, and self-directed toolkits)
Manage training lifecycle, to include supervision of ongoing training programs, development of future training programs, and training consultation for key stakeholders, marketing, and communications of programs, manage budgets and resources, reporting and maintenance of training records, vendor and stakeholder management
Measure the effectiveness of training programs from participants, facilitators, and key stakeholders to improve content quality and deployment
Develop programs/initiatives that are competitive in the industry and regions, and frequently benchmark “best practices” to position Blumont as an “Employer of Choice”
Manage and update Global Resources/HR portal page
Required Skills and Experience
Minimum 8-10 years relevant HR generalist management experience
5 years leading recruitment and benefits functions
Experience working in international development, NGO, and U.S. government-funded environments
BS in Human Resources or related field
HR certifications a plus
Experience with SuccessFactors desired
Advanced knowledge of MS Office Suite and LMS tools
Excellent written, verbal and presentation skills
Exceptional interpersonal skills; ability to assess and provide guidance in challenging situations using patience, diplomacy and offering resolutions
Experience in developing and managing learning programs for domestic and international teams

Proven HR professional with extensive background in all areas of HR
Self-starter able to work with minimal supervision
Superior organizational and prioritization skills; program management experience desired
Ability to collaborate effectively with diverse management teams to ensure successful delivery of HR best practice programs, policies, and procedures
Ability to perform under deadline pressures, multitask and adapt to changing environment and shifting priorities
Ability to maintain a high level of sensitivity and confidentiality with discussions and documents
Travel Requirements:
Up to 15%
Physical Requirements:
Hybrid schedule, working 2-3 days in HQ office
