Project manager for major facilities capital projects that support and deliver multiple key Citywide initiatives and essential services. Projects include new construction, renovation, rehabilitation, and remodeling projects through the master planning, budgeting, programming, design, permitting, construction, and close out phases on City-owned real properties and facilities. Independently plan, organize, and supervise professional and technical contracts, operations, programs, and projects as well as coordinate with internal city clients and stakeholders. Anticipated projects include new fire stations, a new Public Works Operations Campus, new police facilities, and renovations to parks facilities and centers.
This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm.
At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

Essential Functions:
Act as team leader to coordinate the efforts of architecture, engineering, and other industry professionals across many disciplines. Ensure work product results are completed by the team effort in accordance with professional standards and practices.
Coordinate the efforts of multi-disciplinary, multi-agency project teams; in the concept development, design, construction, and maintenance turn-over of assigned projects. Work closely with Facilities Operations and Maintenance staff to ensure that projects will meet their needs and successfully transition to operations staff at end of project.
Execute projects via various purchasing and public works contracting methods; negotiate and administer consultant contracts, addendum, and change orders. Administer design efforts, including supervision/preparation of plans, specifications, cost, and quantity estimates, obtaining permits and development of bid documents.
Oversight of construction efforts, including change orders, field directives, and contingency management. Conduct pre-construction conferences and regular site visits to check project progress and compliance. Monitor construction for contract and code compliance. Act as the contact person for the projects for interested citizens and for internal City staff. Conduct pre-bid conferences; review and analyze submitted bids and advise City staff regarding recommendations for selection of the successful bidder. Oversee selection and coordinate activities of vendors, contractors, and consultants; act as mediator and coordinator between contractors and City staff.
Manage project budgets, review, and authorize payments to vendors/consultants/contractors; establish, monitor, and report on project budgets and schedules. Monitor and control performance, in conformance with determined objectives, global plans, budgets and schedule; account for and document changes and implement corrective action. Oversee contracts with contractors and consultants; conduct regular site visits; process progress payments; accept deliverables; monitor compliance.
Inspect City-owned facilities and properties to determine renovation, alteration, and maintenance needs; advise City staff and others regarding the best methods of correcting deficiencies. Conduct preliminary engineering/design reviews to establish scope, schedule, and budget for future projects. Work with committees, community groups and tenants/end users during scoping, design, and construction to achieve project objectives. Provide professional and technical advice to develop project solutions.
Manage projects to compliance with state and federal grant requirements including documentation, scope development, reporting and audits.
Plan, advertise, manage, and administer on call architecture, engineering, construction management and other professional services for use on City owned and leased facilities. Develop programmatic needs, Request-for-qualifications, and proposals (RFQs and RFPs), contract and fee negotiations and task order assignments.
Develop project scopes of work that align with the goals of project stakeholders and adhere to all federal, state, and local laws, codes, and regulations. Develop accurate project schedules based on the critical path method (CPM) through project programming, design, permitting, construction and close out.
Give presentations, project tours and project updates to neighborhood groups and elected officials. Attend City Council meetings, stakeholder groups, neighborhood association meetings and other sessions as directed. Develop presentations and technical reports for these efforts.
Ability to manage projects budgets that could be of significant monetary value effectively as a fiscal steward of City funds.

Qualifications
Experience and Education
Five (5) years of experience in project management as an owner, design professional, or construction manager directly overseeing commercial, light industrial or institution construction projects in excess of $2 million dollars in construction value. Public agency experience is preferred.
Bachelor's degree in architecture, engineering, construction management or a closely related field.
Equivalent combinations of education and experience may be considered.
Computer Skills Basic proficiency using Microsoft Project
Intermediate skills in Microsoft Word, Excel, Outlook, and PowerPoint.
Required Licenses and/or Certifications
Possession of: Valid Driver's License
Registration as an AIA, Registered Architect, or Professional Engineer in the state of Washington, or ability to obtain licensure within one year, is preferred
Knowledge Principles and practices of architectural/engineering design and construction management related to buildings, facilities and site development
Ability to read and interpret architecture and engineering design plans, specifications, and technical documents
Capital project cost estimating and resource loading
Understanding of complex capital project scheduling with multiple project tracks
Understanding of design and construction cost estimating methods and fee development
Principles of mathematics related to engineering work
Methods, techniques, and materials used in the construction, remodeling and rehabilitation of buildings and facilities common to a large municipality
Basic business contract law
Public agency contracting and procurement requirements for architecture and engineering and construction
Understanding of required land use, building and environmental permits and approval processes
Capital project financing sources, procedures, and practices
Basic understanding of building codes and how they relate to design and construction
Appropriate safety and fire prevention methods in design and construction
Basic business budgeting and accounting principles
Pertinent federal, state, and local laws that pertain to public agency facilities design, construction, and zoning
Pertinent federal, state, and local laws that pertain to: public agency contracts and document management
Research methodology, report format and preparation principles
Modern office procedures, methods, and computer equipment
English usage, spelling, grammar, and punctuation
Use of personal computers and basic software

Track design fees and construction cost trending using past projects and industry data to estimate future costs
Present project information to City Council and stakeholders at public meetings
Tour work sites and assess existing conditions and active construction work to independently to obtain first-hand knowledge of project status
Consistently provide quality service and quality control
Participate in performance audits by outside agencies regarding project documentation
Respond to public inquiries
Perform other duties required to accomplish the objectives of this position
Operate a personal computer and appropriate software
Work in a manner consistent with the City of Vancouver's Operating Principles
Maintain regular and dependable attendance
