As Director of Grants Services, you will: Lead the Office of Grants Services in achieving the goals and objectives of CDC/ATSDR and is ultimately responsible for managing the business related activities associated with the negotiation, award and administration of grants, cooperative agreements, and other assistance mechanisms throughout CDC/ATSDR Serve as the focal point for leading the Agency grants program and provides grants program direction to the Director, OFR, COO, and the Director, CDC; and CDC/ATSDR senior executive staff, regarding grants management policies, plans and operational guidelines. This strategic and operational management role is essential for the accomplishment of CDC/ATSDR's goals and objectives. Participate at top Agency levels in the development and evaluation of grants management policies and operations which contribute to the accomplishment of the Agency's goals and objectives. Oversee the grants management process to ensure that all required business management actions are performed by the grantee and the Government officials/staff in a timely manner, both prior to and after the award of the grant. Ensure that all grant(s) awards are made in accord with the provisions of applicable Federal statutes and regulations, as well as HHS policies. Approve Agency policy responses to HHS and requests for input to proposed new and revised grant policies and procedures. Represents the Agency at the HHS level to develop new and/or revised policies. Requirements Conditions of Employment Qualifications As a basic requirement for entry into the Senior Executive Service (SES), you must provide evidence of progressively responsible leadership experience that indicates senior-level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQ) and job-specific Professional Technical Qualifications (PTQ) listed below. The ECQs assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. Typically, applicants gain this type of experience in positions at or above the equivalent of the GS-15 grade level in the federal service or its equivalent with state and local government, the private sector, or non-governmental organizations. If you fail to meet this basic qualification requirement and all executive and technical qualification factors, you will be excluded from further consideration. This executive experience includes serving in a managerial capacity to a large and diverse organization with responsibility for promoting economy, efficiency, and effectiveness in the administration of programs and operations.
