GRANTS COORDINATOR/WRITER

Position Summary: The purpose of this classification is to coordinate City of South Fulton grant funds received from federal, state, and local agencies. Responsibilities include researching trends and pertinent data, assisting in identifying, vetting, and preparing potential grant opportunities, and supporting the submission of financial and programmatic reports in compliance with stipulated grant regulations.

Essential Duties and Responsibilities:

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

Prepares and/or assists in writing grant proposals; ensure proposals comply with federal, state, and local regulations; ensure proposals are reviewed and approved internally prior to submission.

Coordinates department funding requests and grant program activity. Interprets and ensures compliance with applicable laws, ordinances, and regulations. Reviews source documents for specific goals, requirements, restrictions, and eligibility for submission.

Provides technical assistance to staff and other stakeholders on grant related issues and inquiries, journal entry adjustments, payment vouchers, and grant budget documents.

Advises City departments of grantor’s criteria and the department’s obligations to secure, manage, and account for the usage of the funds.

Performs cost benefit analysis and recommendations for individual projects and overall department grants.

Reviews procurement documents supported by grant funds for compliance prior to submission.

Facilitates the preparation of programmatic and financial reports.

Maintains tracking system with proposal submission, reporting, renewing, and other deadlines. Maintains documents associated with each grant and all phases.

Coordinates with Grants Manager to ensure required matching funds, if required, are budgeted and appropriate cost centers are established for accounting and other record keeping purposes.

Assists in the budget preparation process by performing various administrative and operational analyses of departmental grant functions and activities.

Participates in audit efforts for grant programs, communicates (as instructed) with granting agencies on financial and programmatic issues.

Maintains a current, comprehensive knowledge and awareness of applicable laws, regulations, principles and practices relating to grant management/administration; reads professional literature; maintains professional affiliations; and attends meetings, workshops, hearings, training sessions, and webinars and training seminars conducted by granting agencies as required.

Additional Functions Performs other related duties as required.

Education and/or Work Experience Requirements:

Minimum Qualifications:

Bachelor's degree in business management, public administration, finance, or related field.

Five years of experience in writing, monitoring, and coordinating governmental grant programs; must have education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Strong written communication skills, ability to write clear, structured, articulate, and persuasive proposals; strong editing skills; attention to detail; ability to meet deadlines.

A combination of training and experience above the minimum requirements will be considered.

Additional Requirements: Acceptable Motor Vehicle Record (MVR).

Regular, predictable, consistent, and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department, and the public.

Traveling locally in the city/state and distance may be required.

Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in the performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.

Data Utilization: Requires the ability to coordinate, manage, and/or correlate data. Includes exercising judgment in determining time, place and/or sequence of operations, referencing data analyses to determine necessity for revision of organizational components, and in the formulation of operational strategy.

Human Interaction: Requires the ability to work with others to coordinate the more complex programs and more complex problems associated with the responsibilities of the job. Often represents the department and/or organization when dealing with others.

Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver, and/or control the actions of equipment, machinery, tools and/or materials requiring complex and/or rapid adjustments.

Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, advisory and/or design data and information.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include ability to perform mathematical operations with fractions; may include ability to compute discount, interest, and ratios; may include ability to calculate surface areas, volumes, weights, and measures.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.
