Description
The primary responsibilities include conducting applied research, drafting written materials, including technical papers, and analyzing a broad range of issues affecting the freight railroad industry. This involves assessing the effects of existing and proposed governmental regulations and policies, and synthesizing findings into reports and policy papers that advocate for industry positions. Additionally, you will play a crucial role in gathering intelligence from trade organizations representing rail customers, identifying key issues with potential economic implications on AAR members.
Nature and Scope
Reports to the Senior Vice President - Policy & Economics. Plans and manages projects and collaborates closely with other individuals and teams to develop and execute strategic initiatives aligned with the organization's goals and objectives.
Principal Accountabilities
Develop economic and quantitative analyses of policy issues concerning railroads and the broader freight transportation industry, customers, and rail competitors to support industry policy arguments.
Apply expert knowledge of statistics, data analysis, and economic theory to evaluate specific regulatory proceedings and legislative proposals.
Conduct cost-benefit analyses, econometric modeling, and impact evaluations to assess the effects of specific policies on the railroad industry.
Produce insightful reports, white papers, and presentations on micro and macroeconomic issues relevant to the railroad industry.
Monitor legislative and regulatory developments affecting the transportation industry and provide timely analysis and recommendations.
Collaborate with staff members of the Government Affairs and Communications divisions to integrate economic insights into advocacy efforts, policy positions, and industry outreach initiatives.
Engage with railroad stakeholders to provide strategic economics expertise related to railroad policy, risk analysis, transportation policy, and other related areas.
Represent the AAR in external forums, conferences, and working groups, advocating for policies that support the interests of our members.
Compile data on issues impacting the rail industry and collaborate with external experts on specific research topics, including developing ideas with AAR staff, reviewing methodology and providing input on deliverables.
Requirements
Qualifications
Advanced degree in Applied Economics or related discipline with demonstrated expertise using econometric and/or economic impact modeling software.
At least seven years' experience, acquired in research, business, government and/or international organizations.
Proven expertise in econometric modeling, statistical analysis, and data visualization.
Excellent written and communication skills, including the ability to explain complex economic and statistical analyses to diverse audiences through written reports, presentations, and media engagements.
Demonstrated ability to communicate complex economic concepts effectively to diverse audiences through written reports, presentations, and media engagements.
Excellent organizational skills, with the ability to manage multiple projects simultaneously and meet deadlines in a fast-paced environment.
Strong team player with the ability to collaborate effectively across departments and build consensus on key economic priorities.
