Deputy Inspector General – New York City Region Offices of the New York State Inspector General

New York, NY, United States

The Offices of the Inspector General (“OIG”) are comprised of three offices, derived from three appointments held by Inspector General Lucy Lang: The Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, which is entrusted with the responsibility of ensuring that New York State government, its employees, and those who work with the State are free from corruption, fraud, criminal activity, conflicts of interest, or abuse; The Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, which is responsible for maintaining the integrity of New York State’s public assistance programs; and The Office of the New York State Workers’ Compensation Fraud Inspector General (“WCFIG”), as established by section 136 of the Workers’ Compensation Law, which is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system. Additionally, as of June 18, 2021, the duties and responsibilities of the former Office of the Gaming Inspector General were transferred to and encompassed by NYSIG, including the duty to receive and investigate complaints from any source concerning allegations of corruption, fraud, criminal activity, conflicts of interest or abuse in the Gaming Commission. Staff comprising OIG’s NYC Region are assigned to locations in Lower Manhattan and Suffern.

Job Description

OIG conducts in-depth investigations and analysis of alleged fraud, abuse, corruption, conflicts of interest, and other criminal activity in New York State agencies and entities under its jurisdiction. The Deputy Inspector General (DIG) has primary supervisory responsibility for management and supervision of all staff assigned to the New York City (NYC) Region of OIG, including legal, audit, investigative and operations personnel.

Under the direction of the Chief Deputy Inspector General, the DIG is responsible for supervising all OIG investigations and initiatives assigned to the NYC Region and project managing each to an efficient and thorough conclusion in conformance with all office standards. This responsibility includes reviewing, editing, and approving all letters and reports arising from OIG investigations to ensure that the findings are accurate, complete, and include appropriate recommendations. In instances where recommendations are made to agencies under OIG’s jurisdiction, the DIG shares responsibility for ensuring that appropriate and timely action is taken by agency management before the matter is closed.

In addition to coordinating with the heads of the other OIG Regional Offices to assign personnel and resources to open matters, the DIG serves as a primary point of contact with other state agencies and law enforcement entities on the state, local and federal level.

Minimum Qualifications

Candidates must have a Juris Doctor, be admitted to practice in the State of New York and in good standing with the bar, with a minimum of 10 years of legal experience, preferably within an investigative context. Candidates must have at least five years of supervisory experience, ideally involving employees from a variety of disciplines. Ideal candidates should also have a working familiarity with New York State laws and agencies. Prior experience serving as an Inspector General or as part of another government investigatory agency is highly preferred.

Candidates must possess and have demonstrated excellent oral and written communication skills, an ability to analyze complex matters and communicate them simply and accurately, and aptitude for facilitating efficient communication and execution by teams comprised of staff from a variety of disciplines. The ability to meet deadlines and ensure that deadlines are met by staff is critical for success in this role.

The ideal candidate will also be highly organized, an adept multitasker, have a collegial attitude, and possess prior experience managing and conducting confidential, sensitive, and internal investigations, particularly in the areas of contracts, procurements, white-collar crime, welfare fraud, workers’ compensation fraud, and/or gaming matters. The ideal candidate will also be proficient at interacting with high-level counterparts at other law enforcement agencies, display functional knowledge of various tools and techniques used in law enforcement, as well as adept computer skills. Sound judgment, strict adherence to confidentiality, and dedication to the mission of the New York State Inspector General is essential.

The Deputy Inspector General is a Management Confidential position that is appointed by and serves at the pleasure of the Inspector General. New York State residency is required. Additionally, as the Offices of the Inspector General have statewide jurisdiction, occasional travel is required, as is a willingness and availability to work unscheduled hours.

To Apply:

This position is approved at a Grade M-6 equivalent, and OIG seeks to hire within that grade at a salary range between $147,578 to $167,578.
