Office of the MTA Inspector General:

The Office of the Metropolitan Transportation Authority (MTA) Inspector General (OIG) was created in

1983 to provide independent oversight of the operations of the MTA. The MTA, which employees over 70,000 people, includes among other entities, New York City Transit, the Long Island Rail Road, Metro- North Railroad, MTA Bridges & Tunnels, Staten Island Rapid Transit, and MTA Construction & Developm ent.

The OIG promotes safety, economy, and efficiency in MTA agencies and programs while also detecting and deterring waste, fraud, abuse, and misconduct. The OIG employs attorneys, auditors, analysts, investigators, data scientists, computer forensic specialists, and support personnel. The OIG has unrestricted access to all MTA records and has broad authority to subpoena documents and take witness testimony under oath. Exercising that authority, the OIG conducts management reviews, performance audits, and civil and criminal investigations.

As part of its investigations and audits, OIG identifies systemic vulnerabilities and makes

recommendations. The OIG’s reports have resulted in reforms that have improved many aspects of

MTA operations. When fraud, corruption and other illegal activities by MTA employees, contractors,

and others who do business with the MTA are uncovered, the OIG works with prosecutors to pursue criminal charges.

Position Summary:

Under the general direction of the Executive Deputy Inspector General for Investigations or their

designee, the OIG Senior Investigative Financial Analyst will participate in and conduct confidential and sensitive financial investigations regarding allegations of fraud or other corrupt activities that may involve MTA officials, employees and persons or entities doing business with the MTA. The selected candidate will perform assignments that may include, but not be limited to: examining and analyzing financial records and documents, participating in and conducting interviews, preparing reports, working with prosecutorial agencies, and, if necessary, testifying at hearings and court proceedings. The Senior Investigative Financial Analyst will coordinate their work with teams of investigators and investigative attorneys, and also provide support to the Executive Deputy Inspector General for Legal as necessary.

Duties and Responsibilities:

+ Conduct high-quality, complex, comprehensive, financial analysis and investigations, into

allegations of fraud, waste, and abuse by the MTA and its affiliates, consultants and contractors and employees utilizing advanced investigative techniques, data analytics, and forensic accounting methods.

+ Analyze complaint allegations, data, and reports to proactively investigate areas of inquiry.

+ Analyze financial statements, bank statements, transactional data, financial records and

government databases and other relevant information to identify patterns, trends, and anomalies indicative of fraudulent activity.

+ Collaborate with OIG attorneys, investigators and analysts to identify illicit or improper activity within the MTA and its affiliates, consultants and contractors and employees.

+ Prepare written and oral investigative briefings, spreadsheets, charts and reports, as needed.

+ Cross-reference various data and information sources to develop an enhanced view of

investigative subjects or areas of interest to identify the existence of potential relationships.

+ Manage and prioritize assigned caseload efficiently and effectively.

+ Present results of analysis, both orally and in writing, to members of the investigative team, Investigations leadership and individuals outside the OIG as directed.

+ Testify in administrative hearings and other proceedings as required.

+ Pursuant to authorization by the EDIG Investigations, this position is eligible for tele-working

according to office policies.

Qualifications/Relevant Experience:

+ A bachelor’s degree with a strong preference for 24 credits in accounting, finance, or a related field.

+ At least five years of experience working as a financial analyst, auditor or accountant, or

equivalent experience, with a focus on forensic accounting, fraud investigations, or an analogous subject matter.

+ Certification as CFE preferred.

+ Strong technology skills are preferred, including using Excel to manage data sets and an ability to conduct research utilizing various search engines.

+ Ability to balance multiple assignments.

+ Additionally, the individual selected for the position must have excellent organizational, time

management and multitasking skills.

+ The ability to analyze and synthesize large amounts of information, excellent written and verbal communication skills, and strong attention to details are also required.

+ Finally, applicants who are available to work in this position for at least two years are preferred.
