Minimum Qualifications Qualifications• Bachelor’s degree in accounting, finance, or a related field, with a minimum of ten (10) years of progressive auditing experience, focusing on forensic accounting, fraud investigation, or an analogous subject matter.• Extensive knowledge of auditing standards, principles, and practices, particularly as they apply to oversight of governmental entities. Work-related familiarity with New York State government, its agencies, and laws is strongly preferred but not required.• Advanced analytical abilities, expertise interpreting complex financial data to identify irregularities, and proficiency conducting interviews. • Excellent oral and written communication skills, including experience drafting detailed reports, delivering internal/external presentations, and conducting trainings. • Demonstrated leadership experience, including the ability to motivate and develop a high-performing team of employees with various levels of audit experience. • Certifications such as CPA or CFE are preferred but not required. • An ability and willingness to travel regularly between OIG’s three downstate offices in Suffern, Manhattan, and Hauppauge, as well as other statewide locations on occasion. The Chief of Audit for the NYC & Long Island Regions is a Management Confidential position appointed by, and serving at the pleasure of Inspector General, and requires both strict adherence to confidentiality and New York State Residency.

Duties Description The Offices of the Inspector General (“OIG”) are comprised of three entities, derived from three appointments held by Inspector General Lucy Lang: the Office of the New York State Inspector General (“NYSIG”), as established by Executive Law Article 4-A, which is entrusted with the responsibility of receiving and investigating complaints of corruption, fraud, criminal activity, conflicts of interest, and abuse in New York State government, its employees, and those who work with the State; the Office of the New York State Welfare Inspector General (“OWIG”), as established by section 74 of the Executive Law, which is responsible for maintaining the integrity of New York State’s public assistance programs; and the Office of the New York State Workers’ Compensation Fraud Inspector General (“WCFIG”), as established by section 136 of the Workers’ Compensation Law, which is responsible for investigating violations of the laws and regulations pertaining to the operation of the workers’ compensation system. Additionally, as of June 18, 2021, the duties and responsibilities of the former Office of the Gaming Inspector General were transferred to and encompassed by NYSIG, including the duty to receive and investigate complaints from any source concerning allegations of corruption, fraud, criminal activity, conflicts of interest or abuse in the Gaming Commission. OIG has six office locations, located in Albany, Buffalo, Hauppauge, New York City, Suffern and Syracuse. Job DescriptionOIG is seeking a Chief of Audit to oversee all audit staff assigned to our New York City, Suffern, and Hauppauge Offices. Responsibilities include, but are not limited to:• Providing supervision and guidance to a team of investigative auditors, while fostering a culture of integrity, accountability, and excellence. • Overseeing the execution of complex financial investigations into allegations of fraud, waste, and abuse, utilizing advanced investigative techniques, data analytics, and forensic accounting methods. • Analyzing financial records, transactional data, and other relevant information to identify patterns, trends, and anomalies indicative of fraudulent activity.• Collaborating with OIG attorneys and investigators to prepare detailed reports documenting findings, conclusions, and recommendations for corrective action.• Fostering collaborative partnerships with other federal, state, and local law enforcement and regulatory agencies, including presenting potential matters for prosecution, and testifying at various stages of the criminal process.• Serving as a subject matter expert and representing OIG at conferences, training seminars, and speaking engagements. • Developing and managing initiatives within the Audit Unit, implementing best practices, and leveraging technology to enhance audit effectiveness and efficiency.To Apply:This position is approved at a Grade M-4 equivalent, and OIG seeks to hire within that grade at a salary range between $130,000 and $140,000, commensurate with experience.
