Job Summary
Reporting to of the Director, Human Resources Finance, Operations and Administration (FOA), the incumbent provides high level consultation, leadership, analysis, advice, and planning regarding organizational and Human Resources (HR) issues for Finance, Operations and Administration. The Associate HR Business Partner (HRBP) provides advice and direct support to the senior and extended leadership teams in their efforts to meet the overall mission of FOA. The Associate HRBP is responsible for the full scope of HR functions including but not limited to recruitment, compensation, and employee and labor relations for assigned units. This position supports managers and employees while remaining objective and ensuring compliance with policy, employment law, collective bargaining agreements, and consistency with practices. The incumbent will also serve in a lead role, providing direction and support to HR Generalists. Act on behalf of the Director in their absence.

Qualifications
Minimum Qualifications

Bachelor’s degree in Business Administration, Human Resources Management and/or equivalent combination of education and experience.
Advanced experience working with the principles and practices of human resources administration, including but not limited to recruitment, classification and compensation, and employee and labor relations in a large, complex organization.
Experience in analyzing and interpreting personnel policies and procedures, employment law, and advising management on sensitive employee and labor relations issues; experience balancing policy and practices, which requires broad perspective and insight.
Experience in developing processes and procedures, analyzing workflow to recommend and/or implement business processes.
Experience utilizing Human Resource Information Systems (HRIS) and tools including performance appraisals, recruitment and applicant tracking, and reporting.
Skill to identify and anticipate client needs and make recommendations for implementation.
Preferred Qualifications
Leadership experience to train, coach, and lead day-to-day unit activities.
Experience working in a union environment and adhering to and interpreting collective bargaining agreements.
Experience working in a higher ed institution, municipality, county, or state government.
Knowledge of university policies and procedures for staff members as well as labor contracts.
Oral and written communication skills for individual, group or formal presentation settings.

Department Overview
FOA consists of 11 operating units: Administrative Innovation and Technology, Budget and Institutional Analysis, Design & Construction Management, Divisional Resources, Facilities Management, Finance, Fire Department, Human Resources, Police Department, Safety Services, University Resources, University Resources, which are comprised of approximately 1700 employees
FOA is the primary administrative division on the UC Davis campus. and has approximately 1,700 FTE, with some services impacting UC Davis Health at the Sacramento campus.. FOA HR supports unit with HR related matters.
Position Information
Salary or Pay Range: $88,600/yr. - $166,600/yr.
