GENERAL PURPOSE:

Under general direction, manages and coordinates the development and execution of the State of Good Repair Program to ensure that the agency's assets are maintained in a state of good repair throughout the service life, minimize downtime and disruptions, and optimize the use of resources and value of the investment. This position plays a critical role in ensuring the safe and reliable operation of the agency's assets through proactive assessment and management of maintenance, repair, and replacement needs. This position will perform work under general direction of the Deputy Director Transit Assets.

ESSENTIAL FUNCTIONS:

The following duties are a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties.

Develop, lead, and manage the State of Good Repair Program.

Develop, implement, and maintain asset plans and strategies, policies, and procedures, to proactively manage the asset maintenance, repair, and replacement needs.

Recommend Transit Asset Management (TAM) practices to preserve and optimize transit investments.

Lead and manage the analysis of asset condition and performance data to identify maintenance and repair needs, risks, and opportunities for improvement.

Lead the development and updates to the long-term capital renewal plans to manage the asset lifecycle condition that meets or exceeds its intended service life.

Prioritize asset renewal needs to meet the Program goals/objectives.

Provides programmatic-level support for all types of linear and non-linear assets to ensure asset lifecycle requirements are met.

Partner with internal and external stakeholders to develop and implement asset management plans, including operations, finance, procurement, and engineering.

Build relationships and promote an understanding of the agency's assets plans to meet asset lifecycle management goals and how proper standards development can support these goals.

Serves as the Program Owner and primary point of contact in the annual budget review, prioritization, and oversight capacity for Non-System Expansion Projects.

Develop, maintain, and analyze asset management data from various sources, including asset inventory, condition, performance, reliability, and financial information.

Develop and implement performance metrics, monitoring tools, and reporting mechanisms to track and evaluate the effectiveness of the Program and provide regular reports and presentations to management and other stakeholders.

Develop and implement asset performance measures and train internal staff and external vendors to use the performance metrics to provide asset condition ratings.

Stay updated with industry best practices, emerging trends, and technological advancements in assessing asset conditions, managing asset data, and developing and implementing priorities.

Participate in cross-functional teams, committees, and working groups to provide subject matter expertise and contribute to organizational initiatives and projects.

Lead, develop, and motivate staff, helping them to recognize the important role they each play in achieving the overall agency asset management goals and empowering them to perform accordingly.

MINIMUM QUALIFICATIONS:

Education and Experience: Bachelor's degree in Engineering, Construction Management, Business Management or closely related field and five years of experience in program development and management with a focus on asset management planning or Capital project planning, preferably involved in a rail or a transit related environment. Three years of leadership, budgetary, planning and workforce management experience.

Preferred Licenses or Certifications:

Professional Engineer License.

Project Management Professional, PMP.

Required Knowledge and Skills:

Advanced knowledge of capital project planning techniques and principles.

Knowledge of public finance, budgeting techniques and principles.

Knowledge of engineering techniques and principles.

Knowledge of asset management principles, practices, and standards.

Asset management planning, including lifecycle analysis, condition assessment, and risk management.

Experience in developing and implementing asset management plans, including maintenance, repair, replacement, and rehabilitation strategies.

Project management principles and practices, including project planning, scheduling, budgeting, and reporting.

Excellent leadership and management skills, with the ability to motivate and inspire a team, and drive results through collaboration and influence.

Strong analytical and problem-solving skills, with the ability to assess complex situations, identify risks and opportunities, and develop effective solutions.

Excellent communication skills, both written and verbal, with the ability to effectively communicate complex concepts to diverse audiences.

Proficiency in using asset management software, data analysis tools, and project management software.

Ability to work independently, prioritize and manage multiple tasks and deadlines, and adapt to changing priorities and organizational needs.

Preferred Knowledge and Skills:

State and federal regulations and guidelines related to transit asset management, including Federal Transit Administration (FTA) guidelines for State of Good Repair.

Knowledge of FTA recommendations on State of Good Repair, asset condition calculations.

Proven experience in planning, implementing, and evaluating state of good repair programs for complex assets, preferably in transportation, facilities, or equipment sectors.

Physical Demands / Work Environment:

Work is performed in a standard hybrid office and field environment.

Position is responsible for visiting project and construction sites; may be subject to bending, climbing, crawling, eye/hand coordination, grasping, hearing, kneeling, reaching, talking, seeing, walking, and carrying up to 25 pounds.

Positions working in field may occasionally be exposed to dangerous machinery, extreme weather conditions, physical harm, hazardous chemicals, and/or extreme noise.
