Summary

King County's Department of Community and Human Services (DCHS) provides equitable opportunities for people to be healthy, happy, and connected to community.

The Behavioral Health and Recovery Division (BHRD) offers people living with or at risk of behavioral health conditions services and supports using several different fund sources, one of which is a countywide 0.1% sales tax known as the MIDD Behavioral Health Sales Tax Fund. The second implementation of this fund, referred to as MIDD 2, began in 2017 and runs through 2025, funding 52 initiatives under the strategy areas of prevention and early intervention, crisis diversion, recovery and reentry, system improvements and therapeutic courts. MIDD 2 requires a comprehensive, historical review and assessment report of the strategies, services and programs supported by this fund source. Further, a MIDD Implementation Plan is required to guide future investments of a renewed MIDD sales tax beginning in 2026. The renewal of the sales tax for 2026-2034 would create the opportunity for BHRD to strategically invest in programs and services that will have a significant impact on the behavioral health system in King County.

The MIDD Renewal Program Manager III will report to the MIDD Renewal Manager and will play a crucial role in the MIDD renewal assessment and planning process.

WHO MAY APPLY: This position is open to all qualified candidates that meet the minimum qualifications. Interviews for this selection process will take place on or around 7/15/2024.

WORK SCHEDULE/CONDITIONS: This is a Special Duty Assignment (SDA) or Term-Limited Temporary (TLT) position anticipated to end 6/30/2026 but subject to change dependent on operational need. This position is exempt from the provisions of the Fair Labor Standards Act, and is not eligible for overtime. Typical hours are Monday - Friday 8am - 5pm.

MISSION CRITICAL POSITION STATUS: This position has been designated Non-Mission Critical. Unless otherwise directed by the County Executive, department director or agency head, all employees, regardless of designation, are expected to report to work or request leave during an emergency or inclement weather. TELEWORKING REQUIREMENT: The work associated with this position will be performed through a combination of teleworking complemented with onsite work and meetings as needed. Employees will have access to shared workspaces at various King County facilities. Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.

Employees will be provided with a county-issued laptop and must maintain a workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours. Please note that when an employee conducts work that is likely to bring them in contact with another individual, safety precautions are required, including the wearing of masks in some situations. Job Duties

Working closely with the MIDD Renewal Manager, provide project management of MIDD renewal activities in partnership with the broader Renewal Team, the BHRD Deputy Division Director, and the MIDD Coordinator. Create and track long- and short-term goals, work plans, and timelines. Communicate due dates and deliverables to all collaborators. Work in close partnership with the Performance, Measurement & Evaluation team and collaborate on the development and drafting of a robust nine-year retrospective assessment of MIDD 2 Serve as the lead writer on drafting the MIDD 3 Implementation Plan in partnership with the MIDD Renewal Team and under the supervision of the MIDD Renewal Manager. Collaborate with the MIDD Renewal Community Liaison to plan agendas and facilitate meetings among community partners, providers, governmental professionals, advocacy groups, families, and others to support alignment and solicit input so that services are culturally competent and reflective of community needs. Coordinate and draft high-level documents, including motion and ordinance language, reports, slide decks, and materials for distribution to King County Council, the Executive's Office, and the MIDD Advisory Committee. Perform other related duties as assigned.

Experience, Qualifications, Knowledge, Skills

Demonstrated writing experience and expertise. Experience tracking, managing, documenting, analyzing, and reporting on public feedback from constituents, community partners, and jurisdictions for internal decision-makers and elected officials. Demonstrated experience applying principles of equity and social justice in the design and execution of community engagement or community partnership strategies and events. Experience and skill in giving presentations to large and small audiences of community members and service providers. Experience developing and maintaining collaborative partnerships with community partners, community members, and affected populations representing the full racial, ethnic, cultural, and geographic diversity of a community/region. Ability to synthesize complex ideas and communicate them in an understandable way to others. Skilled in writing clearly and succinctly in various communication settings and styles; can get messages across that have the desired effect. Valid Washington State Drivers' License or a demonstrated ability to travel throughout the county in a timely manner.
