Primary Responsibilities
Perform related duties such as maintaining contracts, purchase requisitions, attending staff meetings and training sessions, responding to inquiries regarding assigned agency functions, reviewing and/or approving invoices for payment, and conferring with others concerning accounting-related matters.
Review agency procurement procedures to ensure compliance with established reporting requirements, etc.
Order and distribute software.
Research orders placed via the ServiceDesk ticketing system.
Track contracts using the database and Smartsheet.
Maintain procurement files, making sure that all required documentation is collected and filed properly.
Verify compliance with agency and statewide contracts using the COMMBUYS system when applicable.
Perform various duties related to EOEEAs IT procurement activities, including reviewing Requests for Responses (RFRs), Quotes (RFQ), and Information (RFI) bids for accuracy and ensuring compliance with state and federal regulations; posting RFRs, RFQs, RFIs, bids and requisitions on COMMBUYS; ensuring Procurement Database is current and all updated forms and information are included in solicitation.
Coordinate with Operational Services Division (OSD) staff for the provision of training and technical assistance to EOEEA staff, six agencies under the Secretariat and vendors on COMMBUYS; and maintain all procurement-related information in procurement files and the Procurement Database.
Confer with suppliers of goods and/or services and their employees to explain state/agency rules, policies and procurement procedures governing payment and related financial transactions.
Evaluate and monitor Service Desk tickets for accuracy and completeness.
Monitor and respond to inquiries and correspondence in EEA-ITADMIN mailboxes.
Provide technical assistance and advice to agency personnel and others concerning EEA-IT to exchange information, resolve problems and to ensure compliance with established policies, procedures, and standards.
Act as support person for Director IT Business Management; perform special projects and reports as required.
Qualifications
5+ years of expert-level experience in Procurement administration.
Proficient in O365, Smartsheet, and databases; ability to learn ServiceDesk ticket system.
Knowledgeable about Procurement and Accounts Payable best practices and principles.
Strong analytical skills, capable of utilizing statistical and data analysis to interpret data.
Excellent communication skills for effectively conveying information to both internal and external agency teams and business stakeholders.
Attention to detail and ability to identify issues in datasets.
Ability to understand the perspectives of both the business and end-users and apply that understanding to solution proposals.
Proficient in utilizing IT best practices and tools related to business administration and support, implementation, and documentation.
Experience working in an IT environment
