The Light-Duty Testing Section “A” (LDTSA) Manager will work underdirection of the Branch Chief in the Light-Duty Testing Branch, in the Mobile Source Laboratory Division. The primary mission of the LDTSA is to provide reliable and accurate exhaust emissions data in support of regulatory and research activities consistent with California Air Resources Board’s (CARB) mission to improve air quality. To accomplish this goal, the Manager will provide oversight and direction for the operation of five (5) test cells for testing light- and medium-duty vehicles, motorcycles, and all-terrain vehicles at the Southern California Headquarters facility. These test cells shall follow the strict testing guidelines provided by the Code of Federal Regulations and California Code of Regulations. The Manager will supervise a team of professional staff performing complex air pollution control and engineering work at CARB's state-of-the-art emissions testing facility. The other key role of the section is to advise and provide technical support to non-testing entities in carrying out mission critical mobile source programs.

Working Conditions This position may be eligible for hybrid in-office work and in-state telework. The amount of telework is at the agency's discretion and is based on the California Air Resource Boards' (CARB) current telework policy. While the CARB may support telework, some in-person attendance is also required.
The positions at the CARB may be eligible for telework with in-person attendance based on the operational needs of the positionunder Government Code 14200 for eligible applicants residing in California, subject to the candidate meeting telework eligibility criteria outlined in the CalEPA telework policy and/or future program need. Employees not residing in California are not eligible for telework. Regardless of hybrid telework eligibility, all employees may be required to report to the position’s designated headquarters location at their own expense, as indicated on their duty statement.

The successful candidate will be creative, energetic, able to collaboratively work with internal and external clients to complete the section's mission, and have a strong understanding of emissions testing procedures and laboratory operations. An engineering background and thorough knowledge of light- and medium-duty vehicle test procedures are highly desirable. Hands-on experience with laboratory grade emissions test equipment such as dynamometers, analyzers, constant volume sampler systems, test automation systems, particulate matter samplers, and canister conditioning systems is desirable. The candidate must have a strong communication, writing, interpersonal, mentoring, performance assessment, change management and leadership skills. The most successful applicants will also possess the ability to work independently and cooperatively with staff and other groups; meet deadlines; plan and organize program activities; use good judgment in dealing with challenges; and work effectively under pressure.
