Manager of Finance and Budget

The salary of the finalist selected for this role will be set based on a variety of factors, including but not limited to departmental budgets, qualifications, experience, education, licenses, specialty, and training. The above hiring range represents the University's good faith and reasonable estimate of the range of possible compensation at the time of posting.

Position Summary

The Arts and Sciences Finance team’s mission is to provide training, policy guidance, and transactional support for the unit administrators and support staff within the Arts and Sciences so that they can assist the school's faculty to create a transformative educational experience for more than 16,000 undergraduate, Masters, and PhD students at Columbia.

The Manager of Finance and Budget will report to the Executive Director of Finance and Budget. The incumbent will contribute to the management and execution of a wide range of financial operations for the Arts and Sciences 28 departments and 60+ institutes, centers, and laboratories, as well as for the Office of the Executive Vice President for Arts and Sciences. The incumbent will review and approve financial transactions, budget, and will assist with the year-end closing.

Responsibilities

Financial Transactions – Review and Approvals

Supports high-dollar transactions requested by department business managers and directors and processed in university financial systems, by independently reviewing and approving up to authority limit, vouchers, requisitions, and change orders. Serves as an Initial Reviewer in the university’s procurement system – Concur - for the EVP Office as well as the departments, institutes, centers, and laboratories.

Coordinates with the senior administrator(s) of Departments, Centers, Institutes, and Interdisciplinary Labs to provide approval coverage for them for all types of transactions when they are short-staffed due to vacancies or long-term leaves of absence.

Works closely with the EVP of A&S’s Financial Assistant to ensure that requisitions, change orders, and vouchers for the EVP Office are properly processed. Approves these transactions in a timely manner.

Budget

Assists the Associate Director with reviewing budgets submitted by the departments, centers, and institutes, and approving them in the budget tool during the annual and quarterly budget process. Provides feedback and guidance to departments on budget matters as necessary.

Projections/variances

In collaboration with the ED, the incumbent ensures new budget structures (chart fields) are created and completed for all unrestricted, gift, and endowment projects and activities as necessary for the appropriate tracking of expenses in the EVP Office, departments, institutes, and centers.

Year-End Close

In collaboration with the Executive Director of Finance and Budget and the Associate Vice President for Finance and Human Resources, assists in the fiscal year-end financial close for the Office of the EVP of A&S and the departments, centers, labs, and institutes of the Arts and Sciences.

Other

Works as a team with other members of the Financial and Budget Operations staff as backup on critical functions during periods of intense workload and deadlines.

Performs additional related duties & responsibilities as required.

Minimum Qualifications

Bachelor’s degree and/or equivalent related experience required.

Two years of related experience is required.

Preferred Qualifications

Experience in a higher education setting is extremely desirable.

Proven ability to problem-solve and to work both independently and as part of a team.

Other Requirements

Excellent organization, interpersonal, oral, and written communication skills are essential.

Must be able to manage highly sensitive and confidential communications with accuracy, discretion, and integrity.

Proficiency with Excel is desired.

Demonstrated ability to work independently and handle multiple projects simultaneously under tight competing deadlines.

Competency with and/or ability to quickly learn and become proficient in the University’s financial systems.
