Business Systems Analyst

The Business System Analyst position is responsible for designing and testing system enhancements, modifying workflows to improve production, and expanding systems to serve new purposes. This position formulates/defines systems scope and objectives based on user needs, prepares design specifications, test plans and flowcharts, and coordinates system installation with user departments. Analyzes all assigned business unit functions to determine application, integration and optimal use of information systems. Ability to work under general direction with minimal guidance.
Essential Duties and Responsibilities include the following:
Responsible for providing analytical support for existing in house and vendor supplied support systems.
Perform analysis, design and support of data interfaces and data migrations.
Develop detailed specifications that can be used to support research and development of future projects and/or correct system related issues.
Coordinates efforts with other IS staff to support IS initiatives.
Provides development of solutions to achieve strategic objectives and improve support delivery.
Establishes and maintains effective, consistent reporting to IS and Executive management as needed.
Perform analysis and support for any of the functional areas that are currently in use at Regal Medical across all lines of business: Eligibility
Accounts Payable
Provider Contracting
Capitation
Medical Management
Claims
Provides recommendations for IS initiatives that support the user community.
Ensure all process are completed in a timely manner and performs random audit on IS practices, reports on support delivery.
Provides day to day support, including but not limited to: Application training, trouble shooting and assistance for all systems.
Acts as subject matter expert for development projects.
Thorough knowledge and experience with system development methodology; with the ability to tie these into the use of department standards and policies and procedures.
Will be required to communicate technical issues throughout all levels within the organization and within the department
Will be required to be knowledgeable on HIPAA privacy and security regulations and able to assist in implementation and enforcement of these regulations and be able to incorporate them into the development of new and existing projects.
May lead the individual development of lower level analyst by providing training, encouragement and opportunities to learn the technical skills and tools needed to support the corporation’s initiatives.
Ability to manage own workload
Performs other duties as necessary
The pay range for this position at commencement of employment is expected to be between $70,304 - $75,000 annually; however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, licensure, skills, and experience.
The total compensation package for this position may also include other elements, including a sign-on bonus and discretionary awards in addition to a full range of medical, financial, and/or other benefits (including 401(k) eligibility and various paid time off benefits, such as vacation, sick time, and parental leave), dependent on the position offered.

Requirements
Education and / or Experience:
A Bachelor’s Degree from a four-year college or appropriate industry experience and/or certification or equivalent industry experience.
Excellent written and verbal communication skills.
In-depth knowledge, experience of the following Microsoft applications:
MS Word, MS Excel, MS Access, MS Project and MS Visio.
Experience with SQL 2000 and SQL 2005 preferred.
Demonstrable understanding of SQL databases and at least 2 years of experience working with MS Enterprise Manager
Experience with EZ Cap preferred.
Experience with Access Express preferred.
Experience with Crystal reports or other reporting tools
Experience with implementation and support of Document Management Systems.
Understanding and practice of development life cycle management.
Requires minimum of 5 years experience in the support of the following functional areas in an IPA, Medical Group and/or HMO setting. Eligibility

Strong ability to communicate across entire organization in a professional manner.
