General Description and Classification Standards
Performs research, writing and assists with interpretation of the City’s Code of Ethics to help educate and guide the actions of city officials and employees. Duties and responsibilities include but are not limited to providing oral and written ethics advice; conducting and preparing ethics training sessions and materials; drafting ethics opinions, guidelines, and legislation; and assisting with public education efforts, including ethics messaging using social media and other communication methods.
Supervision Received
Reports directly to the Deputy Ethics Officer. Works under very general supervision and in collaboration with the Ethics Advisor II and Ethics Office staff. Sets work priorities based on delegated tasks and focuses on end results.
Essential Duties & Responsibilities
Collaborates with the Ethics Advisor II and Ethics Office staff to assist the Ethics Officer and the Deputy Ethics Officer with advising and educating city officials and employees on the City’s Code of Ethics;
Conducts research on legal issues that are often factually complex; assists with the drafting of letters, memoranda, and other legal documents;
Prepares memoranda on policy and drafts advisory opinions and guidelines on matters relating to the Code of Ethics;
Assists with the drafting of ethics-related legislation and policies;
Assists with the administration of an electronic system for tracking and evaluating the ethics advisory, training, and public education programs and assists with the maintenance of internal logs and records;
Prepares and conducts in-person and virtual ethics training sessions, including the training of employees at all levels of city government on the City’s Code of Ethics;
Assists with preparing and responding to Open Record Requests;
Assists with the City’s mandatory annual financial disclosure process, including the provision of advice and preparation of payment agreements.
Builds and maintains strong working relationships with city partners, Ethics Office staff, and members of the Governing Board of the Office of the Inspector General and the Ethics Office and
Performs other related duties as required.
