Job Summary:

Conducts advanced level forensic audits and investigations related to allegations of corruption, fraud, criminal activity, waste, abuse, mismanagement, misconduct, conflicts of interest and other unethical, illegal or prohibited activities of School District employees and officials, contractors, charters schools and use of School District services and facilities. Audits and compiles financial records to detect fraud, waste and/or abuse. Performs a variety of complex and detailed financial analyses. Prepares working papers, summarize findings and writes reports. Evaluates internal controls and processes which can detect fraud and abuse and makes recommendations. Balances and prioritizes a significant caseload under the direction of the Inspector General and the Director of Investigations for the School District.

Essential Functions:

•Investigates suspected fraud or abuse; conducts internal audits and analyses accounting practices, cost reports, and financial records for conformance to governmental accounting standards and other accepted standards for proper internal controls.

•Interviews employees, managers, executives, contractors, vendors, parents, citizens and public officials to determine and analyze facts and support audit work.

•Reconstructs missing, destroyed or deceptive accounting records with reasonable accuracy and reconciles records.

•Conducts accurate and thorough forensic audits; interview employees, contractors and third parties to ascertain facts regarding acts of theft, fraud, employee misconduct, waste and abuse; carries out audits within established timeframes; operates within the policies of the School District.

•Works with other relevant School District offices involving investigations such as the Office of School Safety or the Office of the General Counsel.

•Works with other federal, state and local law enforcement and regulatory agencies; understands the role of the respective federal, state and local law enforcement agencies as it relates to School District matters.

•Reviews various federal, state and local laws and regulations and understands their application to the Office of Inspector General (OIG) investigations and audits.

•Prepares detailed reports of forensic audits setting forth allegations, findings, evidence and recommendations.

•Summarizes relevant findings, reports and related documentation and prepares for formal presentation.

•Recommends changes to agency administrative operations in order to prevent future violations and increase program efficiency.

•Appears in court and at administrative proceedings as a witness to present testimony.

•Attends specialized training sessions and conferences as required.

•Performs related work as required. Minimum Requirements:

•Bachelor's degree from an accredited college or university in accounting, finance, business administration or public administration.

•Two years of full-time, paid, professional experience in auditing, financial analytics, forensic accounting or financial investigations.

•Possession of a Certified Public Accountant Certificate, or Certified Internal Auditor Certificate or Certified Fraud Examiner.

OR

•Master's degree from an accredited college or university in forensic accounting, finance or a related field.

•One year of full-time, paid, professional experience in auditing, financial analytics, forensic accounting or financial investigations.

•All work experience related to the position must be included on the resume.

•Possession of a Certified Public Accountant Certificate, or Certified Internal Auditor Certificate or Certified Fraud Examiner.

o learn, interpret and explain the guidelines and regulations pertinent to receipts and expenditures of the School District.

o express ideas clearly and concisely, both orally and in writing.

o establish and maintain effective working relationships.
