Associate Bureau Director - Homeless Services Bureau

PROGRAM/DEPARTMENT DESCRIPTION

The Boston Public Health Commission's Homeless Services Bureau (HSB) provides emergency shelter, job training, behavioral health support, and housing services to unhoused individuals in Boston. The HSB serves close to 5,000 individuals every year and is one of the largest providers of emergency shelter in New England. HSB aims to make homelessness in Boston rare, brief, and one time. It does that by problem-solving with new guests at the front door to try to prevent anyone from entering homelessness to begin with. For individuals who do become homeless and use our shelters, HSB endeavors to help them quickly move out of homelessness and find a safe and stable place to live. After a client is housed outside the shelter, HSB staff provides in-home support to help individuals avoid someone a return to homelessness. The HSB uses a Housing First and racial justice framework, which is built on the foundation that housing is a social determinant of health, a basic need that everyone deserves, and does not require sobriety. HSB believes that everyone, with the right support, can succeed in housing. HSB fosters evidence-based approaches such as trauma-informed care, harm reduction, and motivational interviewing in the delivery of services, and strives to deliver services that are accessible to all clients.

Reporting to the Bureau Director, the Associate Bureau Director is responsible for managing shelter operations and enhancing shelter services to advance the Bureau's mission, values, and strategic objectives. The Associate Bureau Director plays a lead role in guiding the bureau's shelter transformation efforts, and creating and embedding a Housing-first, trauma-informed, and harm-reduction model across shelter. An innovative thinker and visionary, they have experience in evidence-based practices, data-driven programming, and building and implementing systems and processes.

DUTIES

Leadership position within the Homeless Services Bureau. The Associate Bureau Director will report directly to the Bureau Director and will provide strategic leadership and direction to the Bureau's programs and services to help the Bureau accomplish its mission of making homelessness in Boston rare, brief, and one time. The Associate Bureau Director will:

* Lead the execution of a shared Housing First and Harm Reduction philosophy, trauma-informed model of operations protocols across the Bureau, creating dynamic shelter systems that are accessible to all homeless individuals.* Develop, implement, evaluate, and direct initiatives that facilitate reduced thresholds for emergency shelter access, increased access to housing pathways, and supports that foster independence and community integration. Monitor operations and performance of these initiatives.* Ensure the development, coordination, and integration of all emergency shelter services, including, but not limited to: planning and development, programmatic policies and procedures, protocols, documentation and compliance with all reporting requirements by funders and licensing agencies.* Provide strategic guidance on implementing a coordinated city-wide response to address emergency shelter and homelessness; includes partnership and oversight of technical assistance workplans and partnerships supporting implementation of shelter transformation.* Ensure staff and program compliance with administrative policies and procedures. Supervise designated managers and supervisors of the senior leadership team to establish priorities and manage the day-to-day delivery of Bureau's shelter operations.* Responsible for the oversight of HSB emergency shelter facilities, including liaison with BPHC Property Management and internal facilities coordinators and development of systems to ensure maintenance and upkeep.* Lead in the development and implementation of quality and process improvement projects, including representing the Bureau on AQI and Accreditation work groups planning, implementation, monitoring and providing conclusions and recommendations for solutions.* Responsible for the management of grants including program compliance, annual progress reports, record keeping, site visits, and grant renewals. In collaboration with senior managers, seeks potential funding sources and identifies and applies for grant funding. Participates in ongoing development and analysis of Bureau's budget.* Establish and develop new partnerships, linkages, and program collaborations with other city agencies and BPHC programs, service providers health care providers, managed care organizations, volunteer and non-profit organizations, advocacy groups, and consumer groups.* Manage direct reports and develop and maintain operational procedures and training materials for the staff. Make and recommend management and personnel decisions, including but not limited to hiring, promotion, transfer and assignment of staff, and imposition of discipline.* Develop and maintain an organizational system that fosters staff's professional development, will assess training needs of Bureau's shelter and housing support staff to develop and implement a comprehensive staff training program.* Meet regularly with Bureau Director regarding all aspects of emergency shelter operations, including but not limited to matters pertaining to program staff and other confidential matters. Operates independently. Uses independent judgement and discretion to make decisions affecting the program and staff as it relates to operations and BPHC policy. Provide emergency coverage as needed.* Assist Bureau Director in planning and implementing new initiatives and programming to address emerging issues and gaps in the Bureau's services and programs.* Assist Bureau Director in the development and oversight of the Bureau's budget; the development and implementation of long-term sustainability plans for current federally, state and city funded services and programs, including grant writing and other revenue generating activities.* Collaborate and coordinate with other Bureaus to support effective staff development, programming outcomes, and BPHC-wide initiatives.* Performs other duties as required.* Working to help BPHC become an antiracist organization by meeting or exceeding the standards set by the BPHC Anti-Racism Policy.
