Summary This position is located in the Department of Homeland Security, Operational Logistics Command, Base New Orleans, Facilities Engineering Division, New Orleans, LA. Responsibilities This role provides to manage and execute environmental programs for the U.S. Coast Guard and to serve as an advisor on all aspects of the assigned environmental areas. Typical work assignments include: * Planning, developing, organizing, administering, evaluating and coordinating the Base Environmental Management Program ensuring the installation is in compliance with all environmental requirements at the Federal, State, local, departmental/organizational levels. * Providing oversight for and is responsible for the administrations and overall compliance and management of such programs and issues including air emissions, hazardous materials, hazardous waste, toxic waste, PCBs, drinking water, pollution prevention, solid waste, etc. * Briefing key management officials on program status, issues of non-compliance, areas of concern, manages program resources develops budget requests and supporting documentation and justification for program resource requirements. * Develops and implements policy and procedural documents to comply with current and new/changing environmental regulations. * Reviewing project designs, plans, specifications, field investigation reports, remedial/corrective measure studies, reviews and approves scope of work, develops technical reports and position papers on environmental issues and concerns. Requirements Conditions of Employment U.S. Citizenship is required. Males born after 12/31/1959 must be registered for Selective Service. A one-year probationary period may be required. This position requires a National Agency Check with Inquiries (NACI). Must have/maintain a current state driver’ s license. Must maintain required certifications to perform duties and responsibilitie in accordance with Federal, state, local regs, permits, plans and policies. All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade. Qualifications Qualifications for GS-12: Applicants must possess at least one year of specialized experience equivalent to at least the GS-11 level in the federal service; Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples include: Managing environmental programs ensuring that the governing laws are abided; evaluating, obtaining and maintaining required permits; identifying, developing, implementing and tracking plans related to environmental impact and risks; researching information, preparing reports and following up on findings for noncompliance notices of violations; evaluating reports of mold and arranging local or contacted remediation. Must maintain required certifications to perform duties and responsibilities in accordance with all Federal, state, and local regulations, permits, plans and policies specific to the site. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
