Summary The Bureau of Ocean Energy Management (BOEM) manages the exploration and development of the nation's offshore resources. It seeks to appropriately balance economic development, energy independence, and environmental protection through oil and gas leases, renewable energy development and environmental reviews and studies. For information about our bureau go to: oem.gov/ Responsibilities This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Gulf of Mexico Region (GOMR), Marine Minerals Unit (MMU), Resource Studies Section (RSS) in Jefferson, Louisiana. At the full performance level (GS-13) the major duties of this position include, but are not limited to the following: Coordinates the procurement of marine mineral related studies and manages cooperative agreements or contractual agreements as a Contracting Officer's Representative. Assists in the development of the Marine Minerals Information Systems (MMIS) and the National Offshore Sand Inventory (NOSI). Recommends research or contractual services. Serves as a Project Coordinator for the development and execution of authorizations, negotiated agreements, and leases related to the exploration or use of marine minerals. Manages project deliverables for completeness and technical adequacy. Coordinates with other BOEM staff and with counterparts in Federal, State, and local agencies, academic and other research institutions. The Bureau of Ocean Energy Management (BOEM) has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-13: $103,409 - $134,435 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. Qualifications Minimum Qualification Requirements: To qualify for this position you must meet the Basic Educational Requirements AND Specialized Experience for the series/grade to which you are applying. Physical Science Series, 1301: Individual Occupational Requirements (1) Basic Educational Requirements: To be eligible for this position, you must meet either A or B below for the series to which you are applying. A. Degree: Physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR B. Combination of education and experience: Education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. (2) Specialized Experience To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Utilizing marine minerals expertise to prepare and/or review technical documents with a focus on geological and geophysical data and data management; 2) Supporting and managing marine mineral activities and advising colleagues and/or management on marine mineral exploration; 3) Independently evaluating internal processes and preparing findings; AND 4) Coordinating internal procedures related to marine mineral exploration, environmental reviews and/or leasing within an organization.
