Summary

The American Battle Monuments Commission (ABMC) maintains facilities and personnel in 10 countries. The position is located at the Headquarters of the American Battle Monuments Commission (ABMC) located in Arlington, Virginia.

The primary purpose of the position is to serve as the ABMC Training Officer, providing tactical and technical insight and analysis in all matters concerned with agency institutional training.

Duties Advise the staff on all institutional and training issues and technical matters, and is responsible for the overall planning, projecting, and coordinating of institutional training requirements for the organization.

Fulfill additional responsibilities as an education and planning specialist for the Agency in collaboration with the Historical Services Division, developing educational outreach initiatives with educational institutions and non-profit organizations.

Coordinate with senior leadership to develop remedies for known institutional training deficiencies and participation in outreach initiatives to increase public awareness of ABMC's commemorative mission and sites.

Coordinate with supervisor to ensure personnel scheduled to attend training are notified through the chain of command and that appropriate training requests and travel requests (as necessary) are processed.

Develop and prepares annual operational and training budget requirements for the Chief of HR and Administration.

Design and deliver training courses and outreach programs to educate the public on ABMC's commemorative mission and sites.

Qualifications

Time in Grade

Time-in-grade restrictions apply for all candidates considered under Merit Promotion (generally applicants who have held a Federal civilian appointment within the previous 52 weeks). These applicants must have 1 year time-in-grade at the next lower level or equivalent to qualify.

Specialized Experience: For the GS-13 level: Applicants must possess one (1) year of specialized experience equivalent to at least the next lower grade level GS-12; or its non-Federal equivalent that demonstrates: Overseeing the administration and execution of a training program, including determining the overall planning, projecting, and coordinating of training requirements; using a wide range of human resources development (HRD) concepts, practices, laws, regulations, policies, to provide comprehensive HRD management advisory and technical services on organizational functions and work practices relating to learning and employee development; and applying practices and techniques of employee development to assess, define, and meet organizational learning needs. Administering a training program, Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
