Job Description

The mission of the New York City Police Department is to enhance the quality of life in New York City by working in partnership with the community to enforce the law, preserve peace, protect the people, reduce fear, and maintain order. The NYPD strives to foster a safe and fair city by incorporating Neighborhood Policing into all facets of Department operations, and solve the problems that create crime and disorder through an interdependent relationship between the people and its police, and by pioneering strategic innovation.

Under the Deputy Commissioner of Employee Relations, the Health and Wellness Section was created to combat mental health stigma, create mental and physical health resources as well as educate and support our members in all aspects of wellness.” The Executive Director position includes clinical oversight of the Critical Incident Stress Management program (CISM) which provides support to uniform members of service involved in critical incident focused on confidential support, resources, psycho education, stigma reduction and trauma mitigation and normalize discussion around mental health and wellness. The program has expanded to support specialized units and civilian members of service.

The Executive Director's span of responsibilities also includes clinical oversight and consultation with Employee Assistance Unit (EAU) uniform and civilian staff. Maintain a clinical supervisory structure for EAU Peer Counselors, which also includes three therapy K9’s and their handlers, to assist in triage of emergency health evaluations, level of care determination, risk assessment/ management, care recommendation and command level advocacy. Facilitate a clinically informed early intervention process with command level coordination to support best mental health outcomes.

The preferred candidate is on call and available to provide emergency support, consultation and oversight as the need arises.

In addition, to provide training, oversight and management of approximately 370 member Peer Support Program.

Maintain an internal clinical process of evaluation and coordination of Line Organizational Referral in collaboration with EAU counselors which results into confidential and direct referral. There will be speaking engagements, meetings, ongoing training and collaboration with various faculty and organizations, including out of town travel to conferences/symposiums

The Health and Wellness Section offers several services apart from the aforementioned, such as: mental health, financial, fitness, retirement wellness, yoga and various virtual support group programs. This position provides latitude for creativity, an independent thinker and a self-starter. Duties further includes some oversight of all members of service within Health and Wellness Section

Qualifications

Qualification Requirements:

1. (a) A doctorate degree in psychology from an accredited college and five years of full-time, satisfactory professional psychological experience in a recognized hospital, law enforcement agency, clinic, social agency, school, or other approved organization, of which at least eighteen months must have been in an administrative, managerial or executive capacity, or in supervision of professional psychologists performing duties in any of the settings described immediately above; and

(b) A valid license as Psychologist issued by the New York State Department

of Education; or

2. A valid license to practice medicine in the State of New York, and possession of a valid Board Certification issued by the American Specialty Board in the area of Psychiatry, and two years of full-time, satisfactory, professional psychological or psychiatric experience in a recognized hospital, clinic, law enforcement agency, social agency, school, or other approved organization, of which at least eighteen months must have been in an administrative, managerial or executive capacity, or in supervision of professional psychologists and/or psychiatrists performing duties in any of the settings immediately described above; or

3. Education and/or experience equivalent to "1" or "2" above. However, all candidates must have either the doctorate degree in psychology and the license as Psychologist described in "1" above, or the license to practice medicine and the Board Certification in Psychiatry as described in "2" above. In addition, all candidates must have the eighteen months of experience in an administrative, managerial, executive or supervisory capacity described in "1" and "2" above.
